SUBJECT: AWARD PROFESSIONAL SERVICES CONTRACTS FOR GRAPHIC
DESIGN SERVICES
DEPARTMENT: Recreation and Community Services

RECOMMENDED ACTION
City Council:
1. Award professional services contracts to L Burrows Graphic Design and Production and
McGregor Shott, Inc., in the amount of up to $75,000 for each design firm, with the option of
two additional annual renewals for graphic design services.
2. Authorize the City Manager or designee to execute all contracts and associated documents,
subject to City Attorney approval.
BACKGROUND
The City of Santa Clarita (City) has utilized a combination of in-house staff and outside
contracted graphic designers to manage the graphic needs of the various departments and
divisions of the City. This has resulted in ensuring the graphic design needs of the City are being
met professionally and in a timely manner.
To select the outside contracted graphic designers, an invitation for bid for Graphic Design
Services was released on July 17, 2018, and closed on August 20, 2018. The invitation to bid
was posted on Planet Bids, and 13 responses were received. The designers who responded were
as follows:

Bid responses were objectively rated by a committee comprised of five staff members from the
Communications, Economic Development, and Arts and Events divisions. Responses were
evaluated on the following criteria:
• Level of experience and training of personnel assigned to the contract
• Relevant experience with companies similar to the City
• Thoroughness of the proposal
• Approach to providing design services and ability to provide services to meet objectives
and standards
• Quality and creativity of work samples
• Cost of materials and services (the costs included hourly labor rates based on level of the
personnel, supplies and equipment, subcontractor hourly rates (if applicable), travel
reimbursement and miscellaneous fees)
• Responses of references
Each rater scored the proposals independently on the above criteria and the scores were then
tabulated. The rating committee, through the evaluation process, identified L Burrows Design
and Production and McGregor Shott, Inc., as the two recommended vendors that will best meet
the City's needs. The average scores of the rating committee were 4.66 for L Burrows Design
and Production and 4.68 for McGregor Shott, Inc., out of a possible 5.00 score. The applicant
with the next highest rating had an average score of 4.28. Each designer has the experience and
demonstrated in their work samples that they can deliver the high level of quality and creativity
that the City requires. Therefore, staff recommends awarding professional services contracts to
L Burrows Design and Production and McGregor Shott, Inc., for contracted graphic design
services.

Other action as determined by the City Council.
FISCAL IMPACT
Adequate funds are available within the Recreation and Community Services adopted Fiscal
Year 2018-19 budget to support the recommended action.
