SUBJECT: RESOLUTION AUTHORIZING SUBMITTAL OF A GRANT
APPLICATION TO LOS ANGELES REGIONAL PARK AND OPEN
SPACE DISTRICT FOR THE SAND CANYON TRAIL PROJECT

RECOMMENDED ACTION
City Council adopt a resolution authorizing submittal of an application for grant funds
from the Los Angeles County Regional Park and Open Space District Specified Grant
Project for the construction and improvements of the Sand Canyon Trail.
BACKGROUND
The Los Angeles County Regional Park and Open Space District Specified Grant Project
provides funds under Proposition A, Safe Neighborhood Parks, Gang Prevention, Tree -
Planting, Senior and Youth Recreation, Beaches and Wildlife Protection, to public agencies
and nonprofit organizations in Los Angeles County to acquire and/or develop open space
properties for public recreation. Authorization from the City Council is required for staff to
submit a grant application in the amount of $111,000 to design and construct the remaining
portion of Phase 2 of the Sand Canyon Trail.
The Sand Canyon Trail along Sand Canyon Road is approximately 2.8 miles long, beginning at
Lost Canyon Road and ending at Placerita Canyon Road. This project has been divided up into
six phases. The remaining phases are a portion of Phase 2, from Road Runner Road to Live Oak
Springs Road; Phase 4, Sky Ranch Road to Iron Canyon Creek Road; and Phase 6, from Fire
Station 123 to Placerita Canyon Road. The remaining portion is approximately one mile of the
approximately 2.8 mile long trail. For a detailed map of the Sand Canyon Trail phases see

Upon approval of the resolution, a copy will be sent to the County of Los Angeles to authorize
submittal of the grant application by the City of Santa Clarita for Fiscal Year 2019-20.

RESOLUTION NO. 19 -
RESOLUTION OF THE CITY OF SANTA CLARITA, CALIFORNIA,
APPROVING THE APPLICATION FOR GRANT FUNDS FROM
THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT
FOR THE FIFTH SUPERVISORIAL DISTRICT GRANT FUNDING FOR
SAND CANYON TRAIL GENERAL IMPROVEMENTS PROJECT
AND APPROVES THE ADOPTION OF A YOUTH EMPLOYMENT PLAN
WHEREAS, the people of the County of Los Angeles (County) on November 3, 1992,
and on November 5, 1996, enacted Los Angeles County Proposition A, Safe Neighborhood
Parks, Gang Prevention, Tree -Planting, Senior and Youth Recreation, Beach and Wildlife
Protection (the Propositions), which among other uses, provides funds to public agencies and
nonprofit organizations in the County for the purpose of acquiring and/or development facilities
and open space for public recreation; and
WHEREAS, the Propositions also created the Los Angeles County Regional Park and
Open Space District (the District) to administer said funds; and
WHEREAS, the District has set forth the necessary procedures governing application for
grant funds under the Propositions; and
WHEREAS, the District's procedures require the City of Santa Clarita to certify, by
resolution, the approval of the application before submission of said application(s) to the District;
and
WHEREAS, said application contains assurances that the City of Santa Clarita must
comply with; and
WHEREAS, the City of Santa Clarita certifies, through this resolution, that the
application is approved for submission to the District; and
WHEREAS, the City of Santa Clarita will enter into an Agreement with the District to
provide funds for acquisition and development projects; and
WHEREAS, the District's procedures require the adoption of a Youth Employment Plan
for development projects by the governing body of the agency.
NOW, THEREFORE, the City Council of the City of Santa Clarita, California, does
hereby resolve as follows:
SECTION 1.
1. Approves the filing of an application with the Los Angeles County Regional Park and
Open Space District for Funds for the above project; and
2. Certifies that the City of Santa Clarita understands the assurances and certification in the
application form; and
Certifies that the City of Santa Clarita has, or will have, sufficient funds to operate and
maintain the project in perpetuity; and
4. Certifies that the City of Santa Clarita will sign and return, within 30 days, both copies of
the project agreement sent by the District for authorizing signature; and
Approves the adoption of a Youth Employment Plan for the project (see attached); and
6. Appoints the City Manager, or his/her designee, or designee, to conduct all negotiations,
and to execute and submit all documents including, but not limited to, applications,
agreements, amendments, payment requests and so forth, which may be necessary for the
completion of the aforementioned project.
SECTION 2. The City Clerk shall certify to the adoption of this resolution.

Sand Canyon Trail Project
Project Description:
The proposed project calls for the construction and improvement of the remaining sections of the
Sand Canyon Trail, approximately .75 mile of the 2.5 mile trail.
Scope of Work:
The Scope of Work for this project includes construction of the trail, retaining wall and fencing.
The nature of this construction requires that all work be performed by skilled laborers: therefore,
this project will not be appropriate for the employment of at -risk youth.
