Agenda Item: 8 DATE: June 11, 2019 SUBJECT: CITYWIDE PRINTERS AND COPIERS DEPARTMENT: Administrative Services PRESENTER: Joseph Oerum RECOMMENDED ACTION City Council: Approve the use of a "piggyback" contract through the California Multiple Award Schedule contract 43-17-36-0028C; award a five-year contract to Kyocera - Document Solutions West for managed print services in the amount of $559,758; and authorize a contingency of $83,964 for a total contract amount not to exceed $643,722. 2. Authorize the City Manager or designee to add additional units as needed, for existing, new, or future City facilities at costs established in the contract. 3. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The City of Santa Clarita (City) has approximately 40 multi -functional and more than 95 network printers for staff use throughout all City facilities, excluding Santa Clarita Public Library. The equipment currently in use is from a variety of manufacturers and either owned by the City or leased from the City's current managed print services provider, American Business Machines (ABM). The City's Purchasing staff completed a proactive assessment of the City's current managed print services program, which included gathering feedback from all departments and reviewing copier and printer usage reports. Based on the results of the assessment, alternative solutions were explored in an effort to build a more cost and time -efficient program. Purchasing staff partnered with the Technology Services division to research alternative solutions and perform a Page 1 detailed analysis of available cooperative agreements for managed print service providers. The analysis included facility walk-throughs with prospective providers, current fleet assessments, usage data analysis, and historical experience with a wide variety of manufacturers. After careful review of the findings, staff recommends awarding Kyocera - Document Solutions West (Kyocera) a contract for managed print services in accordance with the California Multiple Award Schedule (CMAS) contract 43-17-36-0028C. The service offerings provided by Kyocera will realize a total savings of approximately $166,356 over the next five years. In addition, and as part of the agreement, the City will receive new equipment to replace all multi -functional printers and approximately 75 percent of the network printers located among various locations, including City Hall, Corporate Yard, Transit Maintenance Facility, Sports Complex, and various park sites. The high-performance equipment not only carries one of the industry's lowest "total cost of ownership," but also encapsulates environmentally friendly and energy saving technology. The devices are built around sustainable ECOSYS technology, offering many hardware features and system settings that dramatically reduce waste without compromising productivity. These goals align with the City's commitment to "green" procurement, as outlined in the Purchasing Policy under Section 13.0 Sustainable Purchasing and Resolution 05-103, Environmentally Preferable Purchasing Program. On July 11, 1995, the City Council approved the use of "piggyback" purchasing. This process permits the City to place orders against a competitively awarded, existing public agency contract. The CMAS contract 43-17-36-0028C was competitively solicited and awarded on December 13, 2017, allowing the City to take advantage of an existing competitive procurement process to contract with Kyocera for managed print equipment and services. The CMAS contract with Kyocera provides the most competitive pricing and highest quality equipment and services to the City, thereby, offering the best value on all items. Kyocera met with City staff from Purchasing and Technology Services on multiple occasions to assess the copy and printing needs of various City locations. Their proposal reflects a thorough approach that is streamlined and environmentally conscious, while taking into consideration staff needs and City culture. ALTERNATIVE ACTION Other actions as determined by the City Council. FISCAL IMPACT Adequate funds for the recommended actions were appropriated during the Fiscal Year 2018-19 budget process in expenditure account 12002-5111.005.
