RECOMMENDED ACTION
City Council:
1. Approve plans and specifications for the slurry seal portion of the 2018-19 Annual Overlay
and Slurry Seal Program, Project M0128.
2. Award the slurry seal construction contract to VSS International, Inc., in the amount of
$1,447,120 and authorize a contingency in the amount of $144,712, for a total contract
amount not to exceed $1,591,832.
3. Extend the current contract and authorize an increased expenditure authority for construction
support services with Pavement Engineering, Inc., in the amount of $105,000 and authorize a
contingency in the amount of $10,500, for a total not to exceed $115,500.
4. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The annual overlay and slurry seal projects are an integral part of the City of Santa Clarita's
(City) pavement management program. Each year, streets are evaluated and identified for the
need for pavement preservation and rehabilitation treatments. The slurry seal portion of the
2018-19 Annual Overlay and Slurry Seal Program will resurface streets, seal cracks, and coat the
surface of streets in various areas of the City (see attached list of streets). These treatments will
provide a smoother ride for vehicles, enhance the appearance of the roadway and surrounding

area, and extend the life of the roadway by 3-15 years, depending on the treatment applied. This
project supports the Santa Clarita 2020 theme of Sustaining Public Infrastructure. This year's
project is expected to begin construction this month and be completed by the end of September
2019.
An invitation to bid was prepared and published three times on May 14, 18, and 21, 2019, and
was posted on the City's website. Five bids were submitted to the City and opened by Purchasing
on May 22, 2019. The results of the bids are shown below:

Staff recommends awarding the slurry seal construction contract to VSS International, Inc., the
lowest responsive bidder, in the amount of $1,447,120, and authorize a contingency in the
amount of $144,712, for a total not to exceed $1,591,832. The contractor possesses a valid state
contractor's license and is in good standing with the Contractors State License Board. The bid
from VSS International, Inc., was reviewed for accuracy and conformance to the contract
documents and found to be complete.
The demand for paving work is high as a result of Senate Bill 1 funding. Requested contingency
funds will allow the City to develop a larger pavement preservation program and include
additional street resurfacing requests during the construction process. By adding backlogged
streets to this year's pavement preservation program, the City will benefit by scheduling these
additional streets at the current bid prices, while completing the project in a timely manner. The
construction contingency requested will also cover costs associated with unforeseen site
conditions, such as potential utility conflicts and abandoned utilities not shown in record
drawings, as well as change order requests made by the contractor.
In August 2016, the City Council approved a contract with Pavement Engineering, Inc., (PEI) for
the engineering design services of the 2016-17 Annual Overlay and Slurry Seal Program with up
to three annual renewal options. For the 2018-19 Annual Overlay and Slurry Seal Program, the
City is currently in the second renewal year. PEI has all the needed pavement evaluation and
design resources in-house, possesses a full understanding of the project, and has satisfactorily
worked with the City on past overlay and slurry seal design and construction projects. Staff has
negotiated a fair and reasonable fee with PEI for the construction support services required to
complete the 2018-19 Annual Overlay and Slurry Seal Program. The recommended action to
extend the current contract with PEI will provide for an uninterrupted transition from the current
design phase to the construction phase and successful completion of the project.
The remaining budget will provide for staff time, materials testing services, public works
inspection, permit fees, legal fees, and miscellaneous project administrative costs.

FISCAL IMPACT
Upon approval of the recommended actions, adequate funds will be available to support the
recommended contracts for slurry seal as well as the overlay contract, which will be awarded via
a separate agenda report. This will also provide for all anticipated project costs.

In accordance with AGENCY's NOTICE INVITING BIDS, the undersigned BIDDER hereby proposes to furnish all
materials, equipment, tools, labor, and incidentals required for the above -stated project as set forth in the plans,
specifications, and contract documents therefore, and to perform all work in the manner and' time prescribed therein.
BIDDER declares that this proposal is based upon careful examination of the work site, plans, specifications,
INSTRUCTIONS TO BIDDERS, and all other contract documents. If this proposal is accepted for award, BIDDER
agrees to enter into a contract with AGENCY at the unit and/or lump sum prices set forth in the following BID
SCHEDULE. BIDDER understands that failure to enter into a contract in: the manner and time prescribed will result in
forfeiture to AGENCY of the proposal guarantee accompanying this proposal.
BIDDER understands that a bid is required for the entire work, that the estimated quantities set forth in BID
SCHEDULE are solely for the purpose of comparing bids, and that final compensation under the contract will be
based upon the actual quantities of work satisfactorily completed. THE AGENCY RESERVES THE RIGHT TO
INCREASE OR DECREASE THE AMOUNT OF ANY QUANTITY SHOWN AND TO DELETE ANY ITEM FROM
THE CONTRACT. It is agreed that the unit and/or lump sum prices bid include all appurtenant expenses, taxes,
royalties, and fees. In the case of discrepancies in the amounts bid, unit prices shall govern over extended amounts,
and words shall govern over figures.
If awarded the contract, the undersigned further agrees that in the event of the Bidder's default in executing the
required contract and filing the necessary bonds and insurance certificates within ten working days after the date of
the AGENCY's notice of award of contract to the BIDDER, the proceeds of the security accompanying this bid shall

DESCRIPTION OF SERVICES
The City of Santa Clarita would like Pavement Engineering Inc. (PEI) to provide
construction management and coordination services to assist with the City's M0128
Annual Overlay and Slurry Seal Projects.
Task 1: Construction Management Support
PEI understands the City of Santa Clarita is requesting a person familiar with the
construction management process who will assist in the pavement projects. This person
will work from the City Hall office for approximately three days a week, as needed from
the City, after the contract is awarded. The employee PEI will select to fill this role will be
Sam Ho, P.E. We have chosen Sam because of his familiarity with the City of Santa
Clarita. Sam worked as the project manager on the design services for City's M0128
Annual Overlay and Slurry Seal Projects and supported in construction management for
the M0124 Federal Resurfacing, Overlay & Slurry Seal Projects. He worked closely with
the City's Project Manager during the design and construction phases of the projects.
PEI also understands the person who will provide construction management support will
also work closely with the City's Project Manager and staff to successfully complete the
projects and protect the interest of the City. Given the complexity of the projects, Sam's
availability will ensure the projects run smoothly from start to finish and are completed on-
time and within budget.

Tasks to be perform by Sam Ho include the following:
- Communicate with the City, Quality Assurance and Contractor via EADOC.
- Keep track of daily quantities and budget.
- Assist with preparation of progress payment and change orders.
- Documents via photos or written statement during construction.
- Respond to questions and comments from city, contractor, local residents and
businesses.
- Coordinate with Contractor when compliance is needed.
- Answer technical questions regarding the projects.
- Attend weekly construction status meetings and provide feedback on any issues.
The enclosed fee breakdown shows our projected cost for the project. PEI will perform
these services on a Time and Materials (T&M) basis, not -to -exceed $105,000 without
prior written authorization from the City.
Sam will be available to support the City of Santa Clarita for three (3) days a week starting
on Monday, May 20, 2019. It is anticipated the services will be completed no later than
December 31, 2019.

Summary Sam has a decade of experience in the Engineering and Construction industry. His
projects range from designing and managing complex pavement rehabilitation
projects to constructing a Water Treatment facility in a former mining site, to
overseeing radiation remediation and SWPPP requirements at former naval bases

PROPOSAL CONDITIONS
1. Proposal is valid for thirty days from the date of the proposal
2. All work shall be performed utilizing common methods and practices of the civil
engineering profession. Reports and construction documents will be signed by a
registered civil engineer.
3. Fees for Lump Sum or Unit Price Proposals will be charged at the quoted price.
The quoted prices include all laboratory testing costs. Fees for Engineering and
Technical Services on a Time and Materials Basis will be charged at the applicable
hourly rates of the current PEI Fee Schedule.
4. The proposal is based upon providing insurance with limits as defined in the
referenced RFP.
5. Payment: Invoices will be submitted at the completion of the work for Engineering
Reports. Inspection fees will be invoiced on a monthly basis. All invoices are due
upon receipt. Interest of 1-1/2% per month (but not exceeding the maximum rate
allowable by law) will be payable on any amounts not paid within 30 days, payment
thereafter to be applied first to accrued interest and then to the principal unpaid
amount. Attorneys' fees or other costs incurred in collecting any delinquent
amount shall be paid by the client.
