SUBJECT: RESOLUTION ESTABLISHING NO STOPPING ZONES ALONG
THE NORTH AND SOUTH SIDES OF SUMMIT PLACE BETWEEN
ROCKWELL CANYON ROAD AND WEST DEL MONTE
DRIVE/WEST ARROYO PARK DRIVE BETWEEN THE HOURS OF
12:00 A.M. AND 4:00 A.M.

RECOMMENDED ACTION
City Council adopt a resolution establishing no stopping zones along the north and south sides of
Summit Place between Rockwell Canyon Road and West Del Monte Drive/West Arroyo Park
Drive between the hours of 12:00 a.m. and 4:00 a.m.
BACKGROUND
The Valencia Summit Homeowners Association Board of Directors (Board) sent a letter to the
City Council (Exhibit A) requesting that the City of Santa Clarita (City) establish no stopping
zones along the north and south sides of Summit Place between Rockwell Canyon Road and
West Del Monte Drive/West Arroyo Park Drive between the hours of 10:00 p.m. and 6:00 a.m.
A vicinity map is attached for reference (Exhibit B).
During the discussions between City staff and the Board, the Board expressed concerns from
residents regarding an increase in public activities that are creating neighborhood disturbances in
the late evenings and impacting their sense of security. Valencia Summit is walking distance
from College of the Canyons and California Institute of the Arts. The Board also shared that the
proposed no stopping zones will help address issues with overnight parking.
Although the Board initially proposed establishing parking restrictions between the hours of
10:00 p.m. and 6:00 a.m., an agreement was ultimately reached to establish parking restrictions
between the hours of 12:00 a.m. and 4:00 a.m., so as not to adversely impact public transit
patrons. These established hours are consistent with similar overnight parking restrictions within
the City.

FISCAL IMPACT
Adequate funds are available in Street Maintenance expenditure account 14504-5141.008 to
support the recommended action.

RESOLUTION NO. 19-
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, TO ESTABLISH NO STOPPING ZONES ALONG THE NORTH AND
SOUTH SIDES OF SUMMIT PLACE BETWEEN ROCKWELL CANYON ROAD AND
WEST DEL MONTE DRIVE/WEST ARROYO PARK DRIVE BETWEEN THE
HOURS OF 12:00 A.M. AND 4:00 A.M.
WHEREAS, Section 22507 of the California Vehicle Code of the State of California
provides for local authorities to restrict stopping, standing, or parking of vehicles on certain
streets or highways, or portions thereof, during certain or all hours of the day; and
WHEREAS, a request was made to establish nighttime no stopping zones along the
north and south sides of Summit Place between Rockwell Canyon Road and West Del Monte
Drive/West Arroyo Park Drive; and
WHEREAS, it is consistent with normal traffic engineering practices to establish
nighttime no stopping zones along the north and south sides of Summit Place between Rockwell
Canyon Road and West Del Monte Drive/West Arroyo Park Drive.
NOW, THEREFORE, the City Council of the City of Santa Clarita, California, does
hereby resolve as follows:
SECTION 1. That no stopping zones along the north and south sides of Summit Place
between Rockwell Canyon Road and West Del Monte Drive/West Arroyo Park Drive between
the hours of 12:00 a.m. and 4:00 a.m. shall be established.
SECTION 2. That the no -stopping zones shall apply when appropriate signs giving
adequate notice thereof have been placed as described in Section 1.
SECTION 3. That staff shall install the necessary signs to effect this resolution.
SECTION 4. The City Clerk shall certify to the adoption of this resolution.

Dear City Council
The Board of Directors of the Valencia Summit Homeowners Association requests the city install signs
indicating "No Parking" on both sides of Summit Place between the hours of 10:OOpm to 6:OOam. There
are no residences fronting this street.
Noting the street's remoteness from the rest of the neighborhood, quick access to the 5 freeway and
recent break-ins, residents whose property backs up to Summit Place have made this request of the
Board citing the anxiety of being able to sleep with any windows open.
While the Summit is generally a very safe neighborhood, the Board believes this small change will allay
the apprehension of the residents and we thank you for your attention to this matter.
