Award the construction management services contract to RailPros for the Vista Canyon Multi-Modal Transit Center, Project T3020, in the amount of $832,278, and authorize a contingency in the amount of $167,722, for a total contract amount not to exceed $1,000,000. 2. Appropriate Proposition C Grant funds (Fund 265) in the amount of $690,000, to expenditure account T3020265-5161.001 and increase revenue account 265-4422.008 by $690,000. 3. Appropriate Proposition A funds (Fund 261) in the amount of $310,000, to expenditure account T3020261-5161.001, representing the local match requirement. 4. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The Vista Canyon Multi-Modal Transit Center (Metrolink Station) is located within the transit- oriented Vista Canyon development on the east side of the Santa Clarita Valley. The Metrolink Station together with the Vista Canyon Regional Transit Center (Bus Station) will serve as a central core for commuter rail, local and commuter buses, bicycles, and pedestrians for the surrounding communities. The Metrolink Station will serve the Southern California Regional Rail Authority (SCRRA) Metrolink Antelope Valley line, which runs between Los Angeles Union Station and Lancaster. Page 1 Packet Pg. 24 5 The Metrolink Station is one of the transportation components of the Vista Canyon project 1. The Metrolink Station is adjacent to and will function in conjunction with the Bus Station, which is currently out to bid and award under a separate contract. This project supports the five-year strategic plan, Santa Clarita 2020, goal of Enhancing Economic Vitality by expanding transit services to underserved areas. This project will consist of a grade-separated pedestrian crossing to a center track platform, approximately one mile of new railroad track parallel to the existing track, a new railroad bridge, sound walls, and amenities such as canopies, lighting, benches, a security system, and landscaping. The new facility will be designed to the minimum Leadership in Energy and Environmental Design (LEED) Silver Standard rating or equivalent. On July 1 asked firms to identify proposed staffing, relevant construction experience with similar projects, and specify their qualifications for this project. On August 22, 2019, the City received three proposals. All proposals were reviewed and evaluated by staff. Based on the evaluation criteria set forth in the RFP, the following is a Rank Company Location Score 1. RailPros Irvine, CA 90 2. MNS Engineers Santa Barbara, CA 72 3. Griffin Structures, Inc. Irvine, CA 64 relate to rail station projects, and their understanding of SCRRA design and construction requirements. After reviewing proposals, staff interviewed the three firms to ensure they would be able to work with the existing project team. Based on their experience and the completeness of their proposal and interview responses, staff recommends the City Council award the construction management services contract to RailPros. RailPros demonstrated an in-depth understanding of the project needs and provides the most qualified construction managers and staff. California Government Code 4526 prescribes selection of architectural and engineering services to be based on demonstrated competence and professional qualifications necessary for the satisfactory performance of the services required, does not authorize the selection of professional architectural and engineering services based on costs, and does not require the cost proposals to reasonable price for the services requested in the RFP. The requested contingency of $167,722 will cover any additional costs throughout the construction of the project, weather days, and unforeseen issues that may arise. FISCAL IMPACT Upon approval of the recommended action, adequate funds will be available in expenditure accounts T3020265-5161.001, Proposition C Grant Fund and T3020261-5161.001, Proposition A Fund to support the recommended construction management services contract for the Metrolink Station. Additionally, the requested increase in revenues of $690,000 in Proposition C year.
