Agenda Item: 6 DATE: October 22, 2019 SUBJECT: CENTRAL PARK BUILDOUT, PROJECT P4019 - AWARD DESIGN CONTRACT DEPARTMENT: Public Works PRESENTER: Damon Letz RECOMMENDED ACTION City Council: 1. Award the design contract to Psomas for the Central Park Buildout, Project P4019, in the amount of $493,765, and authorize a contingency in the amount of $49,377, for a contract amount not to exceed $543,142. 2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The design for the Central Park Buildout will primarily focus on the undeveloped southwestern portion of Central Park. It includes the addition of four full-sized multipurpose fields, the installation of sport field lighting, landscaping and irrigation, various site furnishings, a restroom/concession building, upgrades to the adjacent dog park, and additional parking. It also includes a lighted accessible walkway to the existing dog park from the expanded parking lot, as well as lighting for the dog park. This additional lighting will allow visitors to use the facility year-round until closing time at 10:00 p.m. This design was authorized in the Fiscal Year 2019-20 budget as part of the Capital Improvement Program, and supports the Santa Clarita 2020 theme of Building and Creating Community by providing additional amenities to the community. The current demand on the Central Park venue for field use, tournaments, and special events far exceeds the available multipurpose field space. Additionally, there has been an increase in requests for multipurpose fields citywide and currently, the City of Santa Clarita (City) is only Page 1 able to accommodate 55 percent of those requests. The addition of fields at Central Park will help accommodate these demands. On July 25, 2019, a Request for Proposal (RFP) was advertised on the City's website and published in the local newspaper. The RFP asked firms to identify their relevant experience with similar projects, demonstrate their design approach, and specify their qualifications for this proj ect. On September 9, 2019, the City received five proposals. All proposals were reviewed and evaluated by staff based on the evaluation criteria set forth in the RFP. Additionally, the consulting firms were asked to provide a detailed schedule and scope of work required for them to prepare the plans, specifications, and an engineer's estimate. Based on their design experience and the completeness of their proposal, staff recommends the City Council award the design contract to Psomas. Psomas demonstrated an in-depth understanding of the project needs, provided a detailed scope of work, and illustrated their understanding of the design needs for the project by identifying key design issues, along with valuable engineering and architectural ideas. In addition, they provided a reasonable schedule of work and identified a qualified design team for the project. California Government Code 4526 prescribes selection of architectural and engineering services to be based on demonstrated competence and professional qualifications necessary for the satisfactory performance of the services required, does not authorize the selection of professional architect and engineering services based on cost, and does not require cost proposals to be sealed. Staff opened Psomas' cost proposal and negotiated a final contract at a fair and reasonable price for the services requested in the RFP. The requested contingency of $49,377 will cover costs for additional design efforts due to unforeseen conditions or conflicts uncovered during site investigations, design coordination, staff time, project administration, and miscellaneous project costs. The approved budget will allow for the award of the design contract, including the requested contingency. Page 2 ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Adequate funds have previously been appropriated in expenditure account P4019367-5161.001 as part of the Fiscal Year 2019-20 budget to support the recommended contract. Central Park is a vital resource to the residents of Santa Clarita, providing amenities for sports and recreation and events such as "Concerts in the Park". The multi- purpose sports fields are heavily used, providing field space for youth and adult sports such as soccer, football, and lacrosse. This project, known as the Central Park Build Out, will provide four additional multi -purpose fields complete with lighting, restrooms, concession space, and additional passive and active recreational opportunities. The proposed area of development is located at the southerly end of the park and is comprised of about eightThe specific design objectives of the Central Park Build Out will seek to match the existing architecture and character of the park while adding amenities that are important to the community. In that regard, it will be crucial to participate in community meetings as a partner to the City to get feedback from the residents of Santa Clarita. As the project components materialize, Psomas will coordinate with the City and project team to establish a conceptual site plan. Preliminary plans will be produced and an early cost estimate established to check against the City's budget for the project. This provides an opportunity for the City and design team to review the scope of work and perform value engineering before proceeding with construction documents. I�� iiil 'i1 ['11IIG WIII Out The conceptual diagram `Site Analysis and Program Build Out' (page 7) indicates existing circulation patterns and how we could develop a comprehensive pedestrian and vehicular circulation system. Adding a drop off area near the fields helps to keep children safe and out of vehicular traffic areas. Enhancing the connection to the dog park is important as well. In addition to an enhanced pedestrian connection, some modest updates to the dog park would increase the types of play for the dogs and provide more shade and seating areas for the owners. We also analyzed the existing site elements including an existing grove of trees. Some of the trees look healthy enough to consider relocating. We propose securing an arborist report, if one does not already exist, in order to determine if any of the trees are candidates for boxing and relocation. Grading a m l The concept plan presented in the RFP seems to suggest grading the site to be at the same elevation as the existing passive turf area. We believe that this could result in a large amount of fill material needing to be imported to the site. For your consideration Psomas envisions a site plan that would be more responsive to existing conditions and result in a more balanced site, providing the City with cost savings on earthwork. Please see our `Grading Opportunity Exhibit' (page 9). Psomas will work closely with the City and our subconsultant NUVIS landscape architects to provide a site plan that enhances accessibility and connectivity for the users of the park in a cost efficient manner. The project's goal is to infiltrate 7.5 acre feet of runoff from storm drain pipes located in Sierra Highway before they outlet to Mint Canyon Channel. The project is being designed in conjunction with the proposed community center and the proposed improvements to Mint Canyon Channel. This regional project is the first of its kind for the City of Santa Clarita and begins to achieve the City's infiltration Experience with City of Santa Clarita obligations under the MS4 Permit and EWMP program. - Prime Consultant The design effort included preliminary design of a 60" storm drain pipe that joined existing 36" and 42" storm drains at Sierra Highway and convey the flow to Mint Canyon Channel. The infiltration system design includes a cost benefit analysis of different types of systems including concrete tanks and corrugated metal pipes and their respective costs and maintenance requirements. Construction documents were prepared for the infiltration system including a treatment flow diversion structure, pretreatment device, and dry weather flow diversion from Mint Canyon Channel. Hydraulic analysis is required to identify the impacts of the diversion structure on the 60" pipe HGL. Lastly, extensive collaboration with Los Angeles County and the C4 site development team was imperative to ensure the delivery of a successful project. This study will be for flows within the project limits as well as the adjacent hillsides to the south and east. Runoff from the hillsides will need to be conveyed away from the proposed development through storm drain pipes and swales. The hydrology study will calculate pre- and post - development flows as well as pipe hydraulics for storm drain sizing. Prepare an Urban Stormwater Mitigation Plan (USMP) for the proposed improvements. It is anticipated that the project will utilize a proposed infiltration basin as the Low Impact Development (LID) BMP. A percolation test will be performed to analyze the infiltration rates of the existing soil. Psomas will research and review the Central Park master hydrology study, if available, to understand the existing percolation ponds and stormwater treatment strategy of the park. It may be possible for the project to utilize the existing ponds so long as there is sufficient treatment capacity for the proposed build out development. Subtask 3.6: Storm Water Pollution Prevention Plan (SWPPP) Prepare a Storm Water Pollution Prevention Plan (SWPPP) and submit for a Notice of Intent (NOI) through the State Water Board's SMARTS website.
