SLIDE REFURBISHMENT

RECOMMENDED ACTION
City Council:
1. Approve the specifications for the Santa Clarita Aquatic Center, Activity Pool Flume Slide
Refurbishment Project P3028.
2. Award the construction contract to Whitewater West Industries Ltd, in the amount of
$277,847 and authorize a contingency in the amount of $27,785, for a total contract amount
not to exceed $305,632.
3. Appropriate funds in the amount of $189,932 from Areawide Fund (Fund 367) to expenditure
account P3028367-5161.001 Santa Clarita Aquatic Center Activity Pool Renovation Project.
4. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The Santa Clarita Aquatic Center Activity Pool attracts approximately 30,000 patrons annually.
As a result of its heavy use, one of the Activity Pool's central features, the 16-year-old flume
slide, is in need of repair and rehabilitation.
As part of the Fiscal Year 2019-20 Annual Budget, the City Council appropriated $115,700 to
the Santa Clarita Sports Complex Activity Pool Flume Slide Staircase Renovation Project P3028,
based on repair needs assessed by staff at the time. The identified repairs included replacing the
concrete staircase treads and applying sealant to the treads and the entire staircase structure.

Upon further inspection by the manufacturer, additional repairs were identified. The updated
scope of work includes: adding new support members to the staircase railing, painting the entire
steel staircase structure, replacing the existing concrete treads with a fiberglass resin grate stair
tread, replacing all staircase tread pans, gel coating the interior of the slide flume, and painting
the exterior. The updated scope of work represents a more comprehensive approach that will
extend the life span of the flume slide and staircase. Additionally, it supports the five-year
strategic plan, Santa Clarita 2020, goal of Sustaining Public Infrastructure.
The updated scope of work amounts to $277,847; therefore, additional funds are needed in the
amount of $189,932, inclusive of a $27,785 contingency to address any unforeseen issues
encountered during construction.
Whitewater West Industries Ltd. is the original manufacturer of the flume slide and staircase.
Their products and its associated components are proprietary and single source products;
therefore, the City did not conduct a competitive bidding process.
ALTERNATIVE ACTION
Other action as approved by the City Council.
FISCAL IMPACT
Upon approval of the recommended actions, the Fiscal Year 2019-20 budget will be adjusted
accordingly for expenditure account P3028367-5161.001.
