ROAD, GOLDEN VALLEY ROAD, AND SAND CANYON ROAD,

RECOMMENDED ACTION
City Council:
Authorize the purchase of twelve (12) traffic signal controllers with advanced intersection
control software with adaptive signal operation from McCain, Inc., in an amount not to
exceed $79,562.
2. Authorize the purchase of ten (10) battery backup systems from JTB Supply Co., Inc., in an
amount not to exceed $71,948.
3. Authorize the purchase of three (3) permanent count stations and spare parts from Sensys
Networks, Inc., in an amount not to exceed $46,844.
4. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
A total of nine traffic signals along Plum Canyon Road, Golden Valley Road, and Sand Canyon
Road were recently annexed into the City of Santa Clarita (City). Currently, the traffic signal
infrastructure at these locations does not meet the City's traffic signal standards.
This project, which supports the Santa Clarita 2020 theme of Sustaining Public Infrastructure,
will upgrade the nine recently annexed traffic signals with signal controllers and advanced
intersection control software with adaptive signal operation. The signals will be outfitted with
battery backup systems, and the locations currently lacking count stations will be equipped with

permanent ones. As a result, all nine traffic signals will be brought up to City standards and all
necessary communication equipment to link the signals to the City's Traffic Operations Center
will be installed. Three additional sets of traffic signal controllers and one additional battery
backup system will also be purchased in the event any unforeseen maintenance or malfunction
issues arise.
Traffic signals will be upgraded at the following locations:
• Golden Valley Road at Dorothy Lane
• Golden Valley Road at Holly Drive
• Golden Valley Road/Santa Catarina Road at Plum Canyon Road
• Plum Canyon Road at Mariel Way
• Plum Canyon Road at Heller Circle
• Plum Canyon Road at La Madrid/Via Mariposa
• Plum Canyon Road at Skyline Ranch Road/Heller Circle
• Plum Canyon Road at Fire Station 128
• Sand Canyon Road at Thompson Ranch Road
Traffic signal controllers and advanced intersection control software with adaptive signal
operation will be purchased from McCain, Inc. McCain, Inc., has been validated as a sole source
vendor based on compatibility with the City's existing Traffic Management System equipment.
The battery backup systems will be procured from JTB Supply Co., Inc. JTB Supply Co., Inc.,
has been validated as a sole source vendor because they are the exclusive distributor of Myers
Battery Backup Systems.
Additionally, permanent count stations and spare parts will be purchased from Sensys Networks,
Inc. Sensys Networks, Inc., has been validated as a sole source vendor because they are the only
authorized company to provide sales, product, and warranty support for the City's vehicle
detection system.
In accordance with the City's purchasing policy, no quotes or bids are required for products or
services from a validated sole source vendor. All three vendors are sole source.

Other action as determined by the City Council.
FISCAL IMPACT
Adequate funds were appropriated in expenditure account C4015233-5161.001 (TDA Article 8)
as part of the Fiscal Year 2019-20 budget process to support the recommended actions.
