SUBJECT: FISCAL YEAR 2019 EDWARD BYRNE MEMORIAL JUSTICE
ASSISTANCE GRANT (JAG) PROGRAM

RECOMMENDED ACTION
City Council:
1. Accept Fiscal Year 2019 Edward Byrne Memorial Justice Assistance Grant (JAG) funds
from the U.S. Department of Justice, Bureau of Justice Assistance.
2. Increase estimated revenue in account 206-4461.020 (Justice Assistance Grant 2019) by
$24,219.
3. Increase estimated expenditure in account 16120-5111.001 (Special Supplies) by $24,219 for
Fiscal Year 2019.
4. Authorize the City Manager, or designee, to execute all contracts and associated documents,
subject to City Attorney approval.
BACKGROUND
The City of Santa Clarita (City) has been awarded a grant of $24,219 for Fiscal Year 2019 by the
United States (U.S.) Department of Justice, Bureau of Justice Assistance, through the Edward
Byrne Memorial Justice Assistance Grant (JAG) program. JAG funds are allocated by using a
formula based on each city's share of the total violent crime reported within the state. This
program allows state and local governments to support a broad range of activities to prevent and
control crime, based on local needs and conditions. It provides agencies with the flexibility to
prioritize and place JAG funds where they are needed most. With this allocation formula, the
2019 awarded amounts reflect a decrease from JAG 2018 funds, which totaled $24,647.
JAG 2019 grant funds will be used for the purchase of technologically -advanced equipment to

enhance existing law enforcement, advance community policing efforts to help reduce crime,
address quality -of -life issues, and safeguard public safety in the City Santa Clarita.
JAG 2019 funds will be used for a compilation of purchases to improve traffic safety and
enforcement, less -than -lethal intervention tools, and active shooter training. Specifically, these
items include handheld laser/lidar units, digital cameras, FTC Pepperball Launcher platforms,
X26 taser batteries, 28" rifle bag, 40mm projectile carry system, 40mm training rounds,
protective helmets, and protective clothing.

Other actions as determined by the City Council.
FISCAL IMPACT
The total of this program is $24,219 for Fiscal Year 2019, to be offset completely by grant funds.
