C0061 - AWARD DESIGN CONTRACT

RECOMMENDED ACTION
City Council:
Award the design contract to Psomas for the 2019-20 Circulation Improvement Program,
Project C0061 in the amount of $119,045, and authorize a contingency in the amount of
$11,941, for a total contract amount not to exceed $130,986.
2. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The 2019-20 Circulation Improvement Program will modify medians, striping, and asphalt to
enhance circulation on Lyons Avenue (Wayman Street to Orchard Village Road), Bouquet
Canyon Road (Cinema Drive to Valencia Boulevard), Sierra Highway (Stater Bros Driveway to
Via Princessa), and Copper Hill Drive (Sycamore Creek Drive to Seco Canyon Road). This
action provides for the design of these improvements.
In anticipation of future annexations, ongoing development in and around the City of Santa
Clarita (City), and overall traffic increases, circulation projects such as this are needed to
maintain traffic flow in the City. Intersections with insufficient right-turn/left-turn capacity in all
four communities (Canyon Country, Newhall, Saugus, and Valencia) were selected for the 2019-
20 program. The proposed improvements include modifications to raised center medians to
accommodate triple left -turn pockets, right -turn lane extensions, and early access to left -turn
lanes. The modifications are based on staff s analysis of traffic volumes and observations of
traffic patterns at the selected intersections. This project supports the Santa Clarita 2020 theme of
Sustaining Public Infrastructure.

A Request for Proposal (RFP) for the design of the project was posted on September 17, 2019.
The RFP asked firms to identify their relevant experience with similar projects and demonstrate
their design approach for this project.
On October 21, 2019, seven firms submitted proposals. Staff reviewed the proposals and based
on their evaluations, scored the firms on a 100-point scale.

The scoring system was based on the following criteria: an understanding of the scope and
approach to the required work and key development tasks, the consultant's previous experience
on similar projects and experience working with the City, qualifications of the project team and
their resources, and organization of the proposal. Additionally, each consulting firm was asked to
provide a detailed scope of work required to prepare the plans, specifications, and engineer's
construction estimate.
Psomas demonstrated an in-depth understanding of the project needs and provided a detailed
scope of work and approach to the project. Psomas analyzed the existing streets and identified
key design factors that will need to be addressed in the design. Based on their design experience
on previous City traffic projects and the completeness of their proposal for this project, staff
recommends awarding the design contract to Psomas.
The requested contingency will cover any additional design modifications, coordination with
utilities and other agencies, and any requested changes to the scope of the project.
California Government Code 4526 prescribes that the selection of architectural and engineering
services be based on demonstrated competence, professional qualifications necessary for the
satisfactory performance of the services required, and does not authorize the selection of
professional architect and engineering services based on cost. City staff believes they have
negotiated a fair and reasonable price with Psomas.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Adequate funds were appropriated as part of the Fiscal Year 2019-20 budget to expenditure
account C0061233-5161.001 to support the recommended contract.

Topographic survey will be performed to pick-up the following features within
limits of the raised median. The following scope is assumed:
Survey map at a scale of 1" = 20' for the each of the four medians shown in
Exhibit `B".One design survey of each proposed median improvement will be
provided for Lyons Avenue at Orchard Village Road, Bouquet Canyon Road
at Valencia Boulevard, Sierra Highway at Via Princessa, and Copper Hill at
Seco Cayon Road.
Boundary lines to be established from available Record Data and/orExisting
improvements as located in the field at each of the four locations.
Horizontal location, curbs, planters, median improvements, signs, poles, trees
over 6-inch diameter, overhead utilities, and other permanent surface visible
features.
Cross sections of the median will be obtained at twenty -five-foot intervals
along each median curb -to -curb. Spot elevations of the existing asphalt will
be taken at approximately three feet from the face of curb and spot elevations
will be measured between medians projected in towards intersections where
applicable.
Utilities in medians for location only, not for design purposes. Field
measured inverts and elevations on sanitary sewer and storm drain manholes.
Topographic survey at intersections is deemed not required and is excluded.
Upon conclusion of the topographic survey, Psomas will perform one site visit
at each of the location to verify completeness and accuracy of survey for base
map use.

We assume that the design process will take a of total six months to complete.
Accordingly the following is assumed:
One kick-off meeting and a total of two Project Development Team
meetings, one of which will be conducted remotely by way of
conference call.
Utility notification will be performed in cooperation with the City, on the
City's cover letter. In the event a utility is impacted, a second utility notice
will be issued for relocation/disposition purposes.
Quality Control will be performed at Draft, Final Draft and Final submittals.
Psomas will furnish the following Plans as part of Draft, Final Draft and Final
deliverables to the City:

Engineer's Estimate and Specifications will be furnished and submitted only
at the Final Draft and Final project milestones
In addition to the above, one title sheet will be prepared covering all of the
listed sheets above for deliverable to the City.
The Psomas Team will be available to respond to questions/comments during
bidding and will assist the City answering them. Construction is also estimated
to be complete within a six-month duration.
