SUBJECT: 2020 COMMUNITY SERVICES AND ARTS GRANTS

RECOMMENDED ACTION
City Council:
1. Approve the 2020 Community Services and Arts Grants Committee's program funding
recommendations in an amount not to exceed $90,000 for Community Services Grants and
$90,000 for Arts Grants, for a total of $180,000.
2. Direct staff to execute Grant Program Agreements with the agencies approved for funding.
BACKGROUND
The City of Santa Clarita (City) has provided funds for community organizations through the
Community Services and Arts Grants program for approximately 30 years. Each year, a Grant
Committee is assembled to determine funding categories, review and rate applications, and make
funding recommendations for community service and arts projects throughout Santa Clarita.
This year's Grant Committee for Community Services and Arts Grants included Mayor Cameron
Smyth; Councilmember Bob Kellar; Parks, Recreation, and Community Services Commission
Chair Victor Lindenheim; Arts Commission Chair Patti Rasmussen; Arts Commissioner Dr.
Michael Millar; two City staff members from the City Manager's Office and one staff member
from the Neighborhood Services Department. Arts Commissioner Dr. Michael Millar was a
substitute rater for Arts Commission Chair Patti Rasmussen for applications submitted under the
Arts Grant program.
The Grant Committee selected "Community Benefit" as the priority funding focus area and four
grant categories for this year's Community Services and Arts Grant program: Community
Services, Community Arts, Santa Clarita Presents, and Arts Organization Capacity. The funding
limit per Community Services, Community Art and Arts Organization Capacity Grant award was

up to $5,000, and the funding limit for the Santa Clarita Presents category was up to $7,500.
With the adoption of the Fiscal Year 2019-20 budget, the City Council approved a budget for the
Community Services and Arts Grants program of $180,000. The allocated amount for each grant
program is $90,000 for Community Services and $90,000 for Arts.
Community Services Grants - Forty-four (44) Community Services Grant applications were
received, with grant requests totaling $213,835. This year's grant program includes a
recommendation from the Grant Committee to fund 19 Community Services Grant applications
with a total grant allocation of $90,000. Attachment A provides a list of the 19 agencies and
programs recommended for funding.
Arts Grants -Thirty-eight (38) Arts Grant applications were received, with grant requests
totaling $196,053. The breakdown of the Arts Grants applications received were 17 in the
Community Arts category, 6 in the Santa Clarita Presents category, and 15 in the Arts
Organization Capacity category. This year's Arts Grant Program recommends funding 16
applications totaling $90,000. Attachment B provides a list of the 16 recommended agencies and
programs.
As part of the process to select grant recipients, the Grant Committee used a combination of
rankings and discussion to select the final proposed grant recipients. To recommend funding for
as many proposals as possible, the Grant Committee recommends funding for additional grants
in both categories by distributing funds at a lower value than requested, ensuring a broader reach
into the community.

FISCAL IMPACT
Funds in the amount of $180,000 have been budgeted and are available for this purpose in
expenditure account 15000-5171.001.
