INVOCATION
Mayor Smyth delivered the invocation.
CALL TO ORDER
Mayor Smyth called to order the Joint Regular meeting of the City Council and Board of Library
Trustees at 6:07 p.m.
ROLL CALL
All Councilmembers were present.
FLAG SALUTE
Mayor Smyth led the flag salute.
EXECUTIVE MEETING
This time has been set aside for Councilmembers to review the agenda and obtain any further
information that may be needed. Council will also discuss each individual item during the course
of the meeting with the exception of the Consent Calendar, which may be approved in its entirety
by one motion, unless there is a request to pull an item for discussion. No action will be taken on
public agenda items during the Executive Meeting.
APPROVAL OF AGENDA
Motion by Weste, second by McLean, to approve the agenda.
Hearing no objections, it was so ordered.

AWARDS AND RECOGNITIONS
Mayor Smyth and Council recognized and thanked Commander Robert Lewis for his time '
serving as Captain of the Santa Clarita Valley Sheriffs Station and presented him with a
certificate. Addressing the Council on this recognition was Alan Ferdman, representing the
Canyon Country Advisory Committee.
Mayor Smyth and Council recognized Bob Siecke for being instrumental in developing,
overseeing, and enhancing the Teen Court and Community Court diversion programs,
congratulated him on his recent retirement, and presented him with a certificate.
Mayor Smyth and Council recognized staff from the City's Bike Task Force for receiving a
Silver -Level Bicycle Friendly Community from the League of American Bicyclists. Nina
Moskol, representing the League presented Council with the award.
PUBLIC PARTICIPATION
Addressing the Council was Courtney Lackey, regarding running for the 25th Congressional
District in the upcoming special election; and Steve Petzold, regarding the appointment process
for new the Captain at the Santa Clarita Valley Sheriffs Station.
STAFF COMMENTS
City Manager Ken Striplin commented regarding the selection process of the Captain, and stated
the appointing authority is the Los Angeles County Sheriff. ,
COMMITTEE REPORTS/COUNCILMEMBER COMMENTS
Councilmember McLean commented that she and Mayor Pro Tern Miranda attended the
volunteer recognition event to thank volunteers for all of their invaluable time spent on the
community; commented on attending a Santa Clarita Valley Chamber of Commerce Government
Affairs Council meeting where initiatives on the March 3 ballot were discussed and encouraged
residents to read the initiatives carefully; visited Teacision, a new business in Newhall, and
encouraged residents to also patronize small businesses; and announced that the City is now
accepting applications for Lifeguards and Camp Clarita counselors, and those interested, please
visit Santa-Clarita.com for more information.
Councilmember Weste warned residents about the upcoming ballot initiatives that would impose
more taxes; announced the free Newhallywood Silent Film Festival taking place from February
14 through 16 at the multiple locations in Newhall, and visit NewhallywoodFihnFest.org for
more information.
Mayor Pro Tern Miranda commented on attending the volunteer recognition event where more
than 120 volunteer have worked over 100 hours each during the last year, and salutes staff who
encourages volunteerism; and announced The MAIN's latest art exhibit entitled "Home is Where
the Art Is," and visit AtTheMain.org for more information.

' Councilmember Kellar commented that the owners of KHTS are currently quarantined on a
i
ruise ship due to the coronavirus, and the County has recommendations to try to avoid viruses,
ncluding avoiding contact with people who are sick and frequent hand washing.
CONSENT CALENDAR
Councilmember Weste commented on the donation of 10 acres of open space, and Mayor Smyth
commented on the Via Princessa Park Rail Crossing that will lead to another active park space.

APPROVAL OF REGULAR MEETING MINUTES — The minutes are submitted for approval.
RECOMMENDED ACTION: City Council approve the minutes of the January 28, 2020,
Regular Meeting.
ITEM 2
CHECK REGISTER NO. 02
Check Register No. 02 for the Period 12/20/19 through 01/02/20 and 01/09/20. Electronic Funds
Transfers for the Period 12/23/19 through 01/03/20.
RECOMMENDED ACTION:
City Council approve and ratify for payment the demands presented in Check Register No. 02.
ITEM 3
ACCEPTANCE OF DONATED REAL PROPERTY OF +/-10 ACRES IN THE CITY OF
SANTA CLARITA, LOS ANGELES COUNTY, ASSESSOR'S PARCEL NO.2827-027-007
AND APPROVAL OF REMAINING OAK TREE MITIGATION OBLIGATION
ASSOCIATED WITH MASTER CASE 04-117
Acceptance of real property donation of approximately +/-10 acres adjacent to Gateway Ranch
and approval of remaining oak tree mitigation obligation associated with Master Case No. 04-
117.
RECOMMENDED ACTION:
City Council:
1. Accept the donation of +/-10 acres of real property, for the purpose of public recreation and
open space preservation, Assessor's Parcel Number 2827-027-007.
2. Determine that acceptance of the property is exempt from California Environmental Quality
Act as a Class 17 and Class 25 categorical exemption.
' 3. Approve remaining Oak Tree Mitigation obligation associated with Master Case No. 04-117.
4. Authorize the City Manager or designee to execute all documents, subject to City Attorney

approval.
ITEM 4
VIA PRINCESSA PARK RAIL CROSSING, PROJECT S3036 - AWARD CONCEPTUAL
DESIGN CONTRACT
This design contract with Southern California Regional Rail Authority (SCRRA) will provide for
a conceptual design for a grade separated crossing at the Via Princessa Metrolink Station for
both a pedestrian only and a vehicular and pedestrian crossing to connect the existing parking lot
to the future Via Princessa park site.
RECOMMENDED ACTION:
City Council:
1. Award a conceptual design contract to Southern California Regional Rail Authority
(SCRRA, operating as Metrolink) in the amount of $149,644 and authorize a contingency in
the amount of $30,000, for a total contract amount not to exceed $179,644 for the Project
Definition Report for the undercrossing at the Via Princessa Metrolink Station.
2. Authorize the City Manager or designee to execute all contracts, subject to City Attorney
approval.
NEW BUSINESS '
ITEM 5
DESIGNATE A CITY DELEGATE AND ALTERNATE REPRESENTATIVE FOR THE 2020
SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS' GENERAL ASSEMBLY
Each year, the City Council appoints a Delegate and Alternate to the Southern California
Association of Governments (SCAG) General Assembly. SCAG holds an annual Regional
Conference and General Assembly Meeting where the Delegates take part in panel discussions
with fellow elected officials and stakeholders throughout Southern California and may vote on
resolutions proposed to the General Assembly.
RECOMMENDED ACTION:
City Council appoint a Delegate and Alternate to the 2020 Southern California Association of
Governments' General Assembly.
Mayor Smyth proposed that Councilmember McLean act as the Delegate and Mayor Pro Tern
Miranda as the Alternate. Councilmember Weste made the motion as proposed.
Mayor Smyth requested Council concurrence to return the Local Appointments list as an item to
reconsider the Sanitation District Board Alternate, and Council concurred.
