Mayor Smyth called to order the Special Meeting at 4:01 p.m.

No requests to speak were received.
CLOSED SESSION
Joseph Montes, City Attorney, advised of the need to conduct a Closed Session for the purpose
of holding a:
CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION
Government Code Section 54956.9(d)(2) - Based upon letter dated February 4, 2020,
from Attorney Scott Rafferty concerning the California Voting Rights Act (CVRA).
RECESS TO CLOSED SESSION - TO BE HELD IN THE CENTURY ROOM
Mayor Smyth recessed the meeting to Closed Session at 4:02 p.m.
RECONVENE TO OPEN SESSION
Mayor Smyth reconvened the meeting to Open Session at 6:01 p.m.
CITY ATTORNEY ANNOUNCEMENT
City Attorney Joseph Montes announced that no action was taken in Closed Session that was
required to be reported.
ADJOURN
Mayor Smyth adjourned the Special Meeting at 6:01 p.m.
