SUBJECT: PLANS, SPECIFICATIONS, AND CONSTRUCTION CONTRACT
FOR THE 2019-20 ANNUAL CONCRETE REHABILITATION
PROGRAM, PROJECTS M0133 AND D0002

RECOMMENDED ACTION
City Council:
1. Approve the plans and specifications for the 2019-20 Concrete Rehabilitation Program,
projects M0133 and D0002.
2. Award the construction contract to R.C. Becker and Son, Inc., in the amount of $416,404,
and authorize a contingency in the amount of $15,778, for a total contract amount not to
exceed $432,182.
3. Authorize the City Manager or designee to execute all contracts and associated documents,
subject to City Attorney approval.
BACKGROUND
The annual Concrete Rehabilitation Program consists of two projects awarded under one contract
to make the most efficient use of available funding. Project M0133 will replace existing
sidewalks and drive approaches damaged by tree roots and pavement settlement, and Project
D0002 will construct new access ramps at various locations Citywide. This will meet the
requirements outlined in Title 21 of the Americans with Disabilities Act.
These projects support the Sustaining Public Infrastructure theme of the City of Santa Clarita's
(City) five-year strategic plan, Santa Clarita 2020.
Attached is a list of construction locations that were identified through resident requests and by
staff during their annual Citywide sidewalk inspection.

Substantial constraints and controls were established in the construction contract to reduce
potential impacts to traffic and homeowners during construction. Construction is scheduled to
begin in April 2020 and is anticipated to be completed within 55 working days following the
Notice to Proceed. Staff will appoint inspectors to ensure proper work performance by the
contractor and to handle daily field issues should they arise.
An invitation to bid was published on January 9, 2020, and was posted on the City's website.
Plans and specifications were also posted on PlanetBids. Five responsive bids were submitted
electronically to the City and opened by Purchasing on February 10, 2020. The results are shown
below:

Staff recommends the contract be awarded to R.C. Becker and Son, Inc., the lowest responsive
bidder. This contractor possesses a valid state contractor's license and is in good standing with
the Contractors State License Board. The contractor's bid was reviewed for accuracy and
conformance to the contract documents and found to be complete.
The current budget for the Annual Concrete Rehabilitation Program is $495,562. This provides
for the construction contract and contingency contract in an amount not to exceed $432,182. The
requested construction contingency of $15,778 will cover the costs of unforeseen site conditions,
change order requests made by the contractor, and change orders for additional work ordered by
the City. The remaining funds in the amount of $63,380 will provide for construction support
such as surveying, tree maintenance, project management, inspections, labor compliance, and
miscellaneous administrative costs.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Adequate funds were appropriated as part of the Fiscal Year 2019-20 budget to expenditure
account M0133264-5161.001 (Measure R Local), M0133601 (General Fund - Capital), and
D0002233-5161.001 (TDA Article 8) to support the recommended construction contract,
construction support and related administrative costs.
