SUBJECT: CITYWIDE PORTABLE SANITATION AND TEMPORARY
FENCING

RECOMMENDED ACTION
City Council:
1. Award a one-year contract to Andy Gump, Inc., for Citywide portable sanitation and
temporary fencing in the amount of $85,131, and authorize a 10 percent contingency of
$8,513, for a total contract amount not to exceed $93,644.
2. Authorize the City Manager or designee to execute up to two additional one-year renewal
options not to exceed $93,644, plus any adjustments consistent with the appropriate
Consumer Price Index.
BACKGROUND
The City of Santa Clarita (City) is seeking portable sanitation and temporary fencing services for
various City parks, facilities, and events. The services provided to Parks and General Services
will cover the need for maintenance of temporarily closed restrooms at various parks and
Metrolink stations. The remainder of the services provided will be for special events throughout
the City. Some of the City's seasonal events include the Cowboy Festival in the spring, Concerts
in the Park in the summer, River Rally in the fall, and the Santa Clarita Marathon in the winter.
Due to the City's year-round variety of events, it is necessary to provide portable sanitation
services for the event attendees.
In December 2019, the City's Purchasing Division, in cooperation with the Arts and Events
Division, issued a Request for Proposal for Citywide portable sanitation and temporary fencing.
The bid was publicly advertised on Planet Bids on December 30, 2019, and 25 vendors were
notified. The bid was downloaded by 25 vendors and responded to by two vendors.

The following categories were used to evaluate the bid proposals for a maximum score of 15:
• Proposer qualifications
• Experience with similar services
• Rapid response and call out
• Thoroughness of proposal, approach to providing sound services, and ability to provide
services to meet objectives and standards
• Costs of services provided
The proposals were opened on February 1, 2020, and the results are shown below:
