FLAG SALUTE Mayor Smyth led the flag salute. City Council Chambers PUBLIC PARTICIPATION FOR AGENDIZED ITEMS (ONE MINUTE LIMIT) Mayor Smyth announced that public participants would have one and one-half minutes to speak ' on agenda items. ITEM 1 CHECK REGISTER NOS. 06 AND 07 Check Register No. 06 for the Period 02/14/20 through 02/27/20 and 03/05/20. Electronic Funds Transfers for the Period 02/17/20 through 02/28/20. Check Register No. 07 for the Period 02/28/20 through 03/12/20 and 03/19/20. Electronic Funds Transfers for the Period 03/02/20 through 03/13/20. RECOMMENDED ACTION: City Council approve and ratify for payment the demands presented in Check Register No. 06 and Check Register No. 07. RESULT: APPROVED [UNANIMOUS] MOVER: Bill Miranda, Mayor Pro Tern SECONDER: Laurene Weste, Councilmember AYES: Smyth, Miranda, Kellar, McLean, Weste ITEM 2 AWARD OF LAND MANAGEMENT SYSTEM CONTRACT Award a three-year contract, with two consecutive optional one-year renewals, to Accela, Inc., ' for software and upgrades, user licenses, and three, four, or five years of annual maintenance associated with the renewal of the City's current land management and permitting system. RECOMMENDED ACTION: City Council: Award a three-year contract, with two optional one-year renewals at the City's discretion, to ' Accela, Inc., for the continued use of Accela's Land Management/Permitting system, for a total amount not to exceed $1,064,494.51. 2. Appropriate funding for user licensing, annual support, hosting, and maintenance, including upgrades, from the General Fund (100) to Technology Services expenditure account 12200- 5161.001 in the amount of $65,015 in Fiscal Year 2019-20, and appropriate $198,295 in Fiscal Year 2020-21, $208,209 in Fiscal Year 2021-22, $217,186 in Fiscal Year 2022-23, $223,702 in Fiscal Year 2023-2024, and $152,088 in Fiscal Year 2024-2025 contingent upon the appropriation of funds in the annual budget for such fiscal years. 3. Authorize the City Manager or designee to execute all contracts and associated documents, subject to City Attorney approval. RESULT: APPROVED [UNANIMOUS] MOVER: Laurene Weste, Councilmember SECONDER: Bill Miranda, Mayor Pro Tern AYES: Smyth, Miranda, Kellar, McLean, Weste ITEM 3 , CONSIDERATION OF AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, TEMPORARILY PROHIBITING EVICTIONS OF RESIDENTIAL AND COMMERCIAL TENANTS ARISING FROM FINANCIAL IMPACTS OF THE COVID-19 PANDEMIC City Council consideration of an urgency ordinance temporarily prohibiting evictions of residential and commercial tenants. RECOMMENDED ACTION: City Council introduce, waive further reading, and adopt an urgency ordinance via a 4/5 vote of the City Council entitled, "AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, TEMPORARILY PROHIBITING EVICTIONS OF RESIDENTIAL AND COMMERCIAL TENANTS ARISING FROM FINANCIAL IMPACTS OF THE COVID-19 PANDEMIC" and find that the recommended action is exempt from the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines per Section 15061 (b)(3), the General Rule that CEQA only applies to projects that may have an effect on the environment. Mayor Smyth announced that four comment cards were received on this item; three in support and one neutral. Addressing the Council remotely on this item were Elaine Ballace, Latasha Imani, Christopher St. Germaine, and Steve Petzold. City Attorney Joseph Montes provided the staff report. ' Page 2 Council discussed following the parameters of the moratorium from the state and county: looking to the future and getting things normalized; the moratorium on evictions is necessary; the impact to, and help for, small businesses; property tax and insurance payments are still due and this is a short-term solution; and this is not a rent forgiveness program or rent control item. Councilmember Miranda commented that the City's website, SantaClaritaEmergency.com, contains useful information and resources on this emergency. Council discussed and concurred to include the term Manufactured Homes in the language of the urgency ordinance.
