CALL TO ORDER
Mayor Smyth called to order the Special Meeting at 4:05 p.m.

All Councilmembers were present with the exception of Councilmember Kellar.
FLAG SALUTE
Mayor Smyth led the flag salute.
PUBLIC PARTICIPATION FOR AGENDIZED ITEMS (ONE MINUTE LIMIT)
Mayor Smyth announced that public participants would have two minutes to speak on the agenda
items.
ITEM 1
CONSIDERATION OF A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA DECLARING ITS INTENTION TO TRANSITION FROM AT -LARGE
TO DISTRICT -BASED ELECTIONS FOR CITY COUNCIL PURSUANT TO ELECTIONS
CODE SECTION 10010 AND GOVERNMENT CODE SECTION 34886 EFFECTIVE FOR
THE NOVEMBER 2020 GENERAL MUNICIPAL ELECTION
Consider a resolution to move from at -large to district -based elections.
RECOMMENDED ACTION:
City Council:
1. Adopt resolution of the City Council of the City of Santa Clarita declaring its intention to
transition from at -large to district -based elections for City Council pursuant to Elections
Code section 10010 and Government Code section 34886 effective for the November
2020 General Municipal Election; and
2. Direct staff to publish notice of public hearings identified in the Exhibit to the
Resolution.
City Attorney Joe Montes made the staff presentation.

Addressing the Council on this item were Doug Fraser, representing Canyon Country Advisory
Committee; Steve Petzold; Glo Donnelly, representing City Formation Committee as Co -Chair;
and Chris Werthe.
Written comment cards were received by Diane Trautman, regarding an independent redistricting
committee; and Scott Rafferty, regarding the public process for districts.
Council discussed the public process and time frame in creating districts as required by
government code; discussed how voters will now only be able to vote for one representative
rather than all five; and recognized the hard work of the original City Formation Committee.
Council inquired if a referendum petition on district voting would insulate the City from a future
lawsuit, and City Attorney Joseph Montes confirmed it did not insulate the City.

CONSIDERATION OF AWARD OF CONTRACT TO NATIONAL DEMOGRAPHICS
CORPORATION FOR DISTRICTING SERVICES TO TRANSITION FROM AT -LARGE TO
DISTRICT -BASED ELECTIONS FOR CITY COUNCIL PURSUANT TO ELECTIONS
CODE SECTION 10010 AND GOVERNMENT CODE SECTION 34886 EFFECTIVE FOR
THE NOVEMBER 2020 GENERAL MUNICIPAL ELECTION
Consider award of contract to National Demographics Corporation.
RECOMMENDED ACTION:
City Council:
Award a contract to National Demographics Corporation for Districting Services in an
amount not to exceed sixty thousand dollars to transition from at -large to district -based
elections for City Council, subject to final language approval by the City Manager and
City Attorney.
2. Authorize the transfer of $60,000 from Contingency Account 19300-5401.001 to Non -
Departmental Contractual Services Account 19000-5161.001.
