SUBJECT: INCREASE CONTRACT AUTHORITY TO THE JANITORIAL
SERVICES CONTRACT FOR VARIOUS CITY FACILITIES DUE TO
COVID-19 PANDEMIC

RECOMMENDED ACTION
City Council:
1. Ratify two amendments made to the Citywide contract with Servicon Systems, Inc., during
the COVID-19 crisis.
2. Authorize the City Manager or designee to execute all contracts and associated documents, or
modify the award in the event that issues of impossibility of performance arise, and execute
all documents subject to City Attorney approval.
BACKGROUND
Janitorial services are provided to City of Santa Clarita (City) owned facilities to ensure that
areas are maintained for daily use by members of the public and City staff. Routine janitorial
services are provided to 44 City -owned facilities, including community centers, Metrolink
stations, and parks, encompassing approximately 284,000 square feet.
In light of the COVID-19 pandemic, additional cleaning for City facilities was determined to be
necessary and crucial. Both the Transit Maintenance Facility and Corporate Yard were
recognized as locations in need of terminal cleaning. Terminal cleaning is an intense disinfecting
procedure that involves a complete ceiling to floor sanitization process. In addition to City
facilities, the Los Angeles Sheriff's Department has temporarily requested professional cleaning
services for the Santa Clarita Valley Sheriff's Station (Station). Prior to the COVID-19
pandemic, the cleaning of the Station was completed by inmates. With the limited staff on hand,
the inmates can no longer complete the cleanings.

Due these urgent matters, two amendments to the City's contract with Servicon Systems, Inc.,
were executed during the crisis:
• The first amendment increased the contract by $50,000 and expanded the scope of work
to include the Santa Clarita Valley Sheriff's Station to the roster of facilities serviced.
• The second amendment increased the contract by $100,000 and expanded the scope of
work to include terminal cleanings of any City facilities affected by COVID-19.
ALTERNATIVE ACTION
Other actions as determined by the City Council.
FISCAL IMPACT
Adequate funds in the amount of $150,000 are available in following expenditure accounts:
16000-5161.050 ($50,000) and E0211601 ($100,000) to support the recommended action.
