RECOMMENDED ACTION
City Council:
1. Amend the Citywide contract with Kyocera Document Solutions West, Inc. to encompass
managed print services at the Santa Clarita Public Library, authorize an expenditure authority
increase in the amount of $99,138; and authorize a contingency of $14,871 for a total
increase not to exceed $114,009.
2. Authorize an ongoing annual appropriation for $19,827.48, plus applicable contingency, to
expenditure account 12050-5111.005 (Fund 309).
3. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The City of Santa Clarita Public Library (SCPL) utilizes approximately four multi -functional and
more than 30 network printers for both staff and public use throughout the three branches. The
equipment currently in use is from a variety of manufacturers and owned by the City. Now, more
than seven years old, the equipment struggles to keep up with the demands of new technology as
well as staff and patron use. As they fail, repairs and parts are difficult to source due to their age
and lack of support. Replacement of SCPL's copier and printer fleet is integral to maintain the
library's high level of customer service, and the new models will better integrate with current
library systems.
The City's Purchasing, Technology Services, and Library staff completed a proactive assessment
of SCPL's current managed print services program, which included gathering feedback from end

users and reviewing copier and printer usage reports. The City's current manufactured print
service provider for other facilities, Kyocera - Document Solutions West (Kyocera), was invited
to tour SCPL's branches to review the current setup of printer and copier technology. Based on
the results of the assessment, staff recommends amending the City's current agreement with
Kyocera for managed print services to include SCPL's printers and copiers.
As a part of the contract amendment, SCPL will receive new equipment to replace all multi-
functional printers and network printers located at all three branch locations. Among this
equipment will be three new Jamex units, which are used to process patron payment for public
copies, prints, and scans. The agreement is also inclusive of all service and toner for the copiers
and printers.
The high-performance equipment not only carries one of the industry's lowest "total cost of
ownership," but also encapsulates environmentally friendly and energy saving technology. The
devices are built around sustainable ECOSYS technology, offering many hardware features and
system settings that dramatically reduce waste without compromising productivity. These goals
align with the City's commitment to "green" procurement, as outlined in the Purchasing Policy
under Section 14.0, Sustainable Purchasing, and Resolution 09-101, Environmentally Preferable
Purchasing Program.
Kyocera's proposal to replace the current configuration of library printers and copiers reflects a
thorough approach that is streamlined and environmentally conscious, while taking into
consideration the unique staff and patron needs of SCPL.
ALTERNATIVE ACTION

FISCAL IMPACT
This item has no impact on the General Fund. Costs needed to support the recommended actions
will be borne by Library Fund 309, and the Fiscal Year 2019-20 budget will be adjusted
accordingly.

Over 350 million toner cartridges end up in landfills in North America every year. This is equivalent to
approximately 700 million pounds of post -consumer waste. Much of this will take over 1,000 years to
biodegrade. While toner cartridge recycling has benefits, toner cartridges can only be recycled 3-4
times at most before being discarded. The end result is that recycling traditional laser printer
cartridges is not a sustainable method of printing.
Kyocera Ecosys laser printers are cartridge free. Kyocera's Ecosys laser printer design completely
eliminates post -consumer cartridge waste. Once a toner is depleted, it is simply placed in a recycle bin

The Total Cost of Ownership (TCO) of KYOCERA ECOSYS" printers are invariably the lowest in their class.
TCO includes all costs: direct, such as the purchase price and operating costs per page and indirect,
including maintenance, replacement of consumable products such as cartridges, use of print media,
administration of the machine and the costs of energy to power it. In organizations where a lot of
material is printed or copied the cost of consumables can rise dramatically, particularly where
relatively expensive cartridges containing the drum, developer and toner has to be thrown
away/recycled and replaced frequently. KYOCERA's ECOSYS" printer technology significantly reduces
these costs: cartridge -free printing means no replacement.

KYOCERA's expertise in the ceramics industry was the catalyst for the first amorphous silicon printer
drum with a surface that is second only to diamond in hardness. This has been further developed so
that printers can be expected to have a very high workload. Tiny ceramic particles embedded in
KYOCERA's 'Ecotone' toner continually polish and recondition the drum during normal printing.
Conventional printers use an imaging cartridge which contains drum, developer and toner into a single,
disposable unit. When the toner has depleted, the entire cartridge must be disposed/recycled and
replaced with a new unit at a significant cost to the user. In all KYOCERA ECOSYS" laser printer models,
the drum is separate from the toner. That is why with KYOCERA there is no need to replace everything;
only the toner. KYOCERA ECOSYS" laser printer toner kits also have the added benefit of lasting up to

With Kyocera Fleet Services a qualified technician can gain access tothe troubled unit, be able to
run maintenance checks, seethe machine logs, and even make some preventative adjustments
while on his/her computer. If dispatch is required, the knowledge gained from access tothe KFS
system allows for call preparation, i.e. parts or supplies, thereby lessening downtime by problem
resolution onthe first trip.
