HomeMy WebLinkAbout2020-04-28 - AGENDA REPORTS - GRANT REQUEST FOR LOW-CARBON TRANSIT OPERATIONS PG (2)Agenda Item: 16 P CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL:1 DATE: April 28, 2020 SUBJECT: GRANT REQUEST FOR LOW CARBON TRANSIT OPERATIONS PROGRAM FUNDS FROM THE CALIFORNIA DEPARTMENT OF TRANSPORTATION DEPARTMENT: Neighborhood Services PRESENTER: Adrian Aguilar RECOMMENDED ACTION City Council adopt a resolution authorizing the City Manager or designee to submit a funding request and take any action necessary for the purpose of obtaining financial assistance provided by the Fiscal Year 2019-2020 California Department of Transportation Low Carbon Transit Operations Program. BACKGROUND The Global Warming Solutions Act of 2006, also known as Assembly Bill (AB) 32, requires California to reduce its greenhouse gas (GHG) emissions to 1990 levels by 2020. Since the passage of AB 32, the Legislature has initiated several assistance programs to compel change on the local level and encourage the integration of clean technologies. One example is the Low Carbon Transit Operations Program (LCTOP) established in 2014 by Senate Bill (SB) 862. The LCTOP provides operating and capital assistance for transit agencies to reduce GHG emissions and improve mobility, with a priority of serving disadvantaged communities. The LCTOP is a noncompetitive, formulaic program funded through cap -and -trade auction proceeds. It is an ongoing program that receives five percent of all cap -and -trade funds on an annual basis. The funding distribution is based on the State Transit Assistance formula with separate shares based on regional population and agency revenue. This is the third year LCTOP funds have been available to the City of Santa Clarita (City). Last year's funds are currently being utilized to provide on -demand transit to the Canyon Country and Fair Oaks service area. Page 1 Packet Pg. 151 The City's allocation for Fiscal Year 2019-20 is $326,853, which staff plans to continue using for the on -demand transit demonstration project and expand the service area to other communities within the City. The project would continue to allow staff to use emerging ride -hailing technology, similar to Uber or Lyft, with transit vehicles. The demonstration project is intended to improve access to transit and will ultimately guide future transit service changes in Santa Clarita. Adoption of a resolution by the City Council is required for staff to complete the allocation request and ultimately receive LCTOP funds. ALTERNATIVE ACTION Other action as determined by City Council. FISCAL IMPACT This action has no fiscal impact at this time. Staff will present the City Council with a separate request to budget these funds once the California Department of Transportation's expenditure plan is approved by the State. ATTACHMENTS LCTOP Resolution 19-20 Page 2 Packet Pg. 152 16.a RESOLUTION NO. 20 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, AUTHORIZING THE EXECUTION OF THE CERTIFICATIONS AND ASSURANCES AND AUTHORIZED AGENT FORMS FOR THE LOW CARBON TRANSIT OPERATIONS PROGRAM FOR THE ON -DEMAND TRANSIT DEMONSTRATION PROJECT WHEREAS, the City of Santa Clarita (City) is an eligible project sponsor and may receive state funding from the Low Carbon Transit Operations Program (LCTOP) for transit projects; and WHEREAS, the statutes related to state -funded transit projects require a local or regional implementing agency to abide by various regulations; and WHEREAS, Senate Bill 862 (2014) named the Department of Transportation (Department) as the administrative agency for the LCTOP; and WHEREAS, the Department has developed guidelines for the purpose of administering and distributing LCTOP funds to eligible project sponsors (local agencies); and WHEREAS, the City wishes to delegate authorization to execute these documents and any amendments to the City Manager or designee; and WHEREAS, the City wishes to implement the following LCTOP project listed below NOW, THEREFORE, the City Council of the City of Santa Clarita, California, does herby resolve as follows: SECTION 1. That the fund recipient agrees to comply with all conditions and requirements set forth in the Certification and Assurances and the Authorized Agent documents and applicable statutes, regulations and guidelines for all LCTOP funded transit projects. SECTION 2. That the City Manager or designee be authorized to execute all required documents of the LCTOP program and any amendments thereto with the California Department of Transportation. SECTION 3. That the City Council authorize the submittal of the following project nomination and allocation requests to the Department in FY2019-20 LCTOP funds: • Project Name: On -Demand Transit Demonstration Project • Amount of LCTOP funds requested: $326,853 • Short description of project: The current On -Demand Transit Demonstration Project is being deployed for six months with previous year LCTOP funds. The current FY2019-20 project is designed to continue the existing service and expand for another six-month trial service utilizing mobile ride hailing technology. Packet Pg. 153 16.a The project is designed to close first/last mile gaps, particularly for commuters, and encourage mode -shift among local residents. Findings from this demonstration project will be used to guide future service delivery decisions in Santa Clarita. • Benefit to a Priority Populations: This project provides increased access to transit through advanced technology, using smartphone and application -based ride - sharing services. SECTION 4. The City Clerk shall certify to the adoption of this resolution. PASSED, APPROVED, AND ADOPTED this 281h day of April 2020.
