Approve the plans and specifications for the 2019-20 Paseo Bridge Maintenance and Painting Program, Project M0132. 2. Award the construction contract to Slater Waterproofing, Inc., in the amount of $232,470, and authorize a contingency in the amount of $23,247, for a total contract amount not to exceed $255,717. 3. Appropriate one-time funds in the amount of $120,717 from the Landscape Maintenance District Fund (Fund 357) to expenditure account M0132357-5161.001. 4. Authorize the City Manager or designee to execute all contracts and associated documents, subject to City Attorney approval. BACKGROUND The annual Paseo Bridge Maintenance and Painting Program addresses necessary repairs to paseo bridges to maintain them in good serviceable condition. During Fiscal Year 2016-17, a consultant was contracted by the City of Santa Clarita (City) to prepare afive-year plan to identify the ongoing maintenance and painting needs for the 34 paseo bridges within the City. In June 2017, inspections were performed on each bridge. Each received an average condition rating based upon the condition of their major components, including deck surface, superstructure (all exposed metalwork), substructure (bridge footings and mounting Page 1 Packet Pg. 60 attachments/bearing pads), and approaches. For the 2019-20 Paseo Bridge Maintenance and Painting Program, three bridges were identified for repairs: Newhall Ranch Road east of Grandview Drive, McBean Parkway (Bridgeport) north of Avenue Scott, and Decoro Drive west of Copperstone Drive. These bridges require new joint seals and the application of methacrylate coating, repair of cracks in the bridge deck and bearing assemblies, painting, and other minor work. This program supports the Santa Clarita 2020 theme of Sustaining Public Infrastructure. An invitation to bid was prepared and published on February 20 and February 27, 2020, and was posted on the City's website. The original bid opening was scheduled for March 23, 2020; however, due to the stay-at-home order in response to the COVID-19 pandemic, the bid opening was extended 30 days. A total of four bids were submitted and opened by Purchasing on April 22, 2020. The results of the bids are as follows: Company Location Bid Amount Slater Waterproofing, Inc. Montclair, CA $232,470 Leonida Builders Inc. Santa Clarita, CA $278,240 Harbor Coating and Restoration Orange, CA $372,873 Howard Ridley Co., Inc. Chino, CA $393,315 Staff recommends awarding the construction contract to Slater Waterproofing, Inc., the lowest responsive bidder. This contractor possesses a valid state contractor's license and is in good standing with the Contractors State License Board. The contractor's bid has been reviewed for accuracy and conformance to the contract documents and was found to be complete. While the City maintains a Support of Local Businesses policy that can be utilized by the City Council when warranted, the City is governed by the California Public Contract Code with regard to public works project procurement. In this type of procurement, the California Public Contract Code does not permit a city to utilize a Support of Local Businesses policy and instead requires the contract be awarded to the lowest responsible bidder. The requested appropriation and available funds appropriated as part of the Fiscal Year 2019-20 budget will provide for the construction contract, including contingency, and construction support costs for labor compliance services, staff oversight, construction engineering, inspection, and project management. The requested construction contingency will cover the cost of unforeseen site conditions and additional work required by the City. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Upon approval of the recommended actions, adequate funds will be available in the 2019-20 Paseo Bridge Maintenance and Painting Program, expenditure account M0132357-5161.001 Page 2 Packet Pg. 61 (Landscape Maintenance District Fund) to support the recommended contract and all anticipated project costs.
