SUBJECT: MOUNTAIN VIEW PARK PLAY AREA AND SHADE STRUCTURE,
PHASE II, PROJECT P4017 - APPROVE PLANS AND
SPECIFICATIONS AND AWARD CONSTRUCTION CONTRACT

RECOMMENDED ACTION
City Council:
1. Approve the plans and specifications for the construction portion of Mountain View Park
Play Area and Shade Structure, Phase II, Project P4017.
2. Award the construction contract for Mountain View Park Play Area and Shade Structure,
Phase II, Project P4017 to Golden Sun Enterprise, Inc., in the amount of $465,777 and
authorize a contingency in the amount of $46,578 for a total contract amount not to exceed
$512,355.
3. Appropriate one-time funds in the amount of $512,355 from the Landscape Maintenance
District Fund (Fund 357) to expenditure account P4017357-5161.001.
4. Authorize the City Manager or designee to execute all contracts and associated documents,
subject to City Attorney approval.
BACKGROUND
This project will construct improvements to update Mountain View Park on the east and west
sides of Seco Canyon Road. The project has two separate phases. Phase I was approved by the
City Council on July 9, 2019, for the procurement of shade structures, play equipment, a
pavilion, poured in place rubberized play surface, and engineered wood fiber.
Phase II of this project is for the construction of concrete walkways, grading the play pad areas,
and adding new amenities such as a bike rack, a drinking fountain, concrete benches, dog waste

stations, trash receptacles, and pedestal grills. The irrigation system will be modified and
landscaping will be added for visual appeal. Lastly, this project will construct an ADA accessible
ramp from the neighborhood north of the park.
This project exemplifies the City of Santa Clarita's (City) commitment to improving the quality
of life of its residents and supports the Building and Creating Community theme of the Santa
Clarita 2020 plan.
An invitation to submit bids was published on February 11 and February 18, 2020, in The Signal
newspaper and posted on PlanetBids. The bid opening was extended by an additional 30 days to
allow bidders more time due to the County's Safer at Home Order and California Executive
Orders in response to the COVID-19 pandemic. There were 13 bids submitted to the City and
opened by Purchasing on April 22, 2020. The results of the bids are shown below:

Staff recommends awarding the construction contract to the lowest responsive bidder, Golden
Sun Enterprise, Inc. This contractor possesses a valid Class A state contractor's license and is in
good standing with the Contractors State License Board. The bid has been reviewed for accuracy
and conformance to the contract documents and found to be complete.
While the City maintains a Support of Local Businesses policy that can be utilized by the City
Council when warranted, the City is governed by the California Public Contract Code with
regard to public works project procurement. In this type of procurement, the California Public
Contract Code does not permit a city to utilize a Support of Local Businesses policy and instead
requires the contract to be awarded to the lowest responsible bidder.
The requested appropriation will provide for the construction contract including contingency to
cover any unforeseen issues or additional needs that may occur during the construction process.
There is adequate project funding in the existing budget which will be used for Phase II oversight
costs related to construction, including project management, public works inspection, and
miscellaneous administrative costs.

FISCAL IMPACT
Upon approval of the recommended actions, adequate funds will be available in expenditure
account P4017357-5161.001 (Landscape Maintenance District Fund) to support the
recommended contract for Mountain View Park Play Area and Shade Structure, Phase II, Project
P4017.
