BACKGROUND This required procedural matter provides for the adoption of resolutions initiating proceedings for the Fiscal Year (FY) 2020-21 Annual Levy of Special Districts. The City of Santa Clarita (City), under the provisions of the Landscaping and Lighting Act of 1972, Part 2 of Division 15 of the California Streets and Highways Code (1972 Act), and the provisions of the California Constitution Article XIII D enacted by Proposition 218, annually levies and collects special assessments for the following Special Districts: Landscape and Lighting District (LLD) encompassing Streetlight Maintenance District Zones A and B; and Landscape Maintenance District (LMD) Zones 1, 2, 3, 3A, 4, 5, 5A, 6, 7, 7A, 8, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, 25, 26, 27, 28, 29, 30, 31, 32, 2008-1, TIB, T2, T2A, T3, T313, T4, T5, T6, T7, T8, T17, T20, T23, T23-A, T23-13, T29, T31, T33, T44, T46, T47, T48, T51, T52, T62, T65, T65-A, T65-13, T67, T68, T69, T71, T77, and T1. 2. Drainage Benefit Assessment Areas (DBAA) 3, 6, 8, 19, 20, 22, 24, 33, 2008-1, 2008-2, 2013-1, 2014-1, 2015-1, 2017-01 and 2017-02. Golden Valley Ranch Open Space Maintenance District (GVROSMD). Page 1 Packet Pg. 159 4. Open Space Preservation District (OSPD). The City has retained Willdan Financial Services (Willdan) for the purpose of assisting with the annual levy of assessments for these districts. Pending the adoption of these resolutions, Willdan is directed to prepare an Engineer's Report concerning the installation, construction, or maintenance of any authorized improvements in accordance with Article 4, commencing with Section 22565, of Chapter 1 of the 1972 Act. Subsequent to this action and at a later meeting, the City Council will consider the adoption of resolutions declaring the City's intention to levy assessments for Fiscal Year 2020-21. At such time, the City Council will also consider preliminary approval of all engineer's reports prepared by Willdan If approved, a public hearing will be scheduled, ordering the FY 2020-21 levies. ALTERNATIVE ACTIONS Other direction as determined by the City Council. FISCAL IMPACT There is no impact to the General Fund associated with these actions. ATTACHMENTS FY 2021 LLD Initiation Resolution FY 2021 DBAA Initiation Resolution FY 2021 GVROSMD Initiation Resolution FY 2021 OSPD Initiation Resolution Page 2 Packet Pg. 160 18.a RESOLUTION 20 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, INITIATING PROCEEDINGS FOR THE SANTA CLARITA LANDSCAPING AND LIGHTING DISTRICT; AND THE LEVY AND COLLECTION OF ASSESSMENTS FOR FOR EACH ZONE WITHIN THE SANTA CLARITA LANDSCAPING AND LIGHTING DISTRICT FOR FISCAL YEAR 2020-21 WHEREAS, the City Council of Santa Clarita (City Council), California, pursuant to the provisions of the Landscaping and Lighting Act of 1972, being Division 15 of the Streets and Highways Code of the State of California (Act), desires to initiate proceedings for the Santa Clarita Landscape and Lighting District (District) inclusive of Streetlighting Zones A and B, and Landscaping Zones 1, 2, 3, 3A, 4, 5, 5A, 6, 7, 7A, 8, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, 25, 26, 27, 28, 29, 30, 31, TIB, T2, T2A,T3,T3B, T4, T5, T6, T7, T8, T17, T20, T23, T23A, T2313, T29, T31, T33, T44, T46, T47, T48, T51, T52, T62, T65, T65-A, T65-13, T67, T68, T69, T71, T77, T1, and Area -wide Beautification, for the levy and collection of assessments within the District for Fiscal Year 2020-21, and for the purposes provided therefore in the Act; and WHEREAS, the City Council has retained Willdan Financial Services for the purpose of assisting with the annual levy of assessments for the District and to prepare and file a report with the City Clerk in accordance with Article 4, commencing with Section 22565, of Chapter 1 of the Act. NOW, THEREFORE, the City Council of the City of Santa Clarita, California, does hereby resolve as follows: SECTION 1. Annual Levy Report: The City Council hereby orders Willdan Financial E Services, acting as Assessment Engineer, to prepare and file with the City Clerk an Engineer's Report concerning the installation, construction, or maintenance of any authorized improvements under the Act, any proposed new improvements or any substantial changes in existing improvements, and the levy and collection of the proposed Fiscal Year 2020-21 assessments for the District as required by the provisions of the Act. U) SECTION 2. Improvements: The installation, construction, or maintenance of any authorized improvements under the Act, including, but not limited to, streetlighting, traffic signals, landscape and irrigation improvements, and any facilities which are appurtenant to any of the aforementioned or which are necessary or convenient for the maintenance or servicing thereof. NOW, THEREFORE, the City Council of the City of Santa Clarita, California, does hereby resolve as follows: SECTION 1. Annual Levy Report: The City Council hereby orders Willdan Financial N Services, acting as Assessment Engineer, to prepare and file with the City Clerk the Assessment N Engineer's Annual Levy Report concerning drainage improvements proposed to be installed and < maintained, and the levy and collection of assessments for the Areas as required by provisions of the Assessment Law. d U) SECTION 2. Areas Improvements: The maintenance of drainage improvements shall include the furnishing of services and materials for the ordinary and usual maintenance, operation, and servicing of the improvements. NOW, THEREFORE, the City Council of the City of Santa Clarita, California, does hereby resolve as follows: SECTION 1. Annual Levy Report: The City Council hereby directs Willdan Financial Services, acting as Assessment Engineer, to prepare and file with the City Clerk the Assessment Engineer's Annual Levy Report concerning the installation, construction, or maintenance of any authorized improvements under the Act, and the levy and collection of assessments for the District as required by the provisions of the Assessment Law. SECTION 2. District Improvements: The installation, construction, or maintenance of any authorized improvements under the Act, including, but not limited to landscape and irrigation improvements and any facilities which are appurtenant to any of the aforementioned or Ua which are necessary, or convenient for the maintenance or servicing thereof.
