SUBJECT: PLUM CANYON PARK LED SPORTS FIELD LIGHTING AND
BACKSTOP FENCING, PROJECT P4021, APPROVE CONTRACT
FOR THE PURCHASE AND INSTALLATION OF LIGHTING

RECOMMENDED ACTION
City Council:
Approve the use of a "piggyback" contract for the purchase and installation of lighting and
associated electrical equipment for the Plum Canyon Park sports field from Musco Sports
Lighting, LLC, through the Sourcewell cooperative purchasing contract (contract 4071619-
MSL) in the amount of $374,000, plus contingency in the amount of $56,100, for a total
contract amount not to exceed $430,100.
2. Authorize the City Manager or designee to execute all contracts and associated documents,
subject to City Attorney approval.
BACKGROUND
On November 15, 2018, the City of Santa Clarita (City) annexed the Plum Canyon area. The
plans for Plum Canyon Park were approved by Los Angeles County (County) prior to annexation
into the City, however, the plans did not include sports field lighting and backstop fencing. The
public park is currently under construction and will be turned over to the City upon completion.
It is anticipated that the project will be completed in October 2020, depending upon procurement
times for materials. The lighting will greatly increase the usability of the sports field, allowing
for practices and games during the evening hours, and the backstop fencing is a security measure
to protect spectators. This project exemplifies the City's commitment to improving the quality of
life of its residents and supports the Building and Creating Community theme of the Santa
Clarita 2020 plan.

At the January 21, 2020, Planning Commission meeting, staff received approval for the
installation and operation of six sports field lights and associated equipment at Plum Canyon
Park. During Fiscal Year 2019-20, the City Council approved the Plum Canyon Park LED Sports
Field Lighting and Backstop Fencing project. The project has been divided into two phases. The
first phase will focus on LED sports field lighting, and the second phase will focus on backstop
fencing.
Staff recommends awarding a contract, for phase one, to Musco Sports Lighting, LLC, through
the City's contract with Sourcewell (contract 4071619-MSL). On July 11, 1995, the City Council
approved the use of "piggyback" purchasing. This process allows the City to place orders against
a competitively awarded public agency contract.
The requested contingency for phase one will cover any unforeseen issues or additional needs
that may occur during the design and construction processes.

FISCAL IMPACT
Adequate funds were appropriated as part of the Fiscal Year 2019-20 budget to expenditure
account P4021367-5161.001 to support the recommended action.
