SUBJECT: APPROVAL OF FINAL TRACT MAP AND ACCEPTANCE OF
OFFERS OF DEDICATION FOR TRACT NO. 69164 - VISTA
CANYON RANCH

RECOMMENDED ACTION
City Council:
1. Approve Final Tract Map for Tract No. 69164.
2. Accept on behalf of the public the offers of dedication: (1) in fee simple all of lot 5 for
Transit Center and all of lot 22 for open space; (2) the right to restrict or prohibit any and all
allowable uses within open space; and (3) the easement for sight distance.
3. Make findings as follows: this project is consistent with the provisions of Sections 66474 and
66474.1 of the Subdivision Map Act and should be approved.
4. Instruct the Director of Administrative Services to endorse the Special Assessment Statement
on the face of the Final Tract Map for Tract No. 69164, which indicates all special
assessments levied by the City of Santa Clarita are paid.
5. Instruct the City Clerk to endorse the City Clerk's Statement on the face of the Final Tract
Map for Tract No. 69164, which embodies the approval of said map and the acceptance of
the dedications shown thereon.
6. Instruct the City Surveyor to endorse the City Surveyor's Statement on the face of the Final
Tract Map for Tract No. 69164, which provides for verification that the map is technically
correct.
7. Instruct the City Engineer to endorse the City Engineer's Statement on the face of the Final
Tract Map for Tract No. 69164, which provides for verification of substantial conformance

with the Tentative Tract Map and all provisions of local ordinances and state laws applicable
at the time of approval.
8. Authorize the City Manager or his designee to execute a conservation easement over lot 22
and over a portion of the attached Grant Deed consistent with the proj ect's regulatory
permits.
9. Authorize the deferral of payment of Bridge and Thoroughfare fees to building permit,
consistent with the Bridge and Thoroughfare requirement for the two previously recorded
Vista Canyon maps.
BACKGROUND
The Final Tract Map for Tract No. 69164, an exhibit of which is attached hereto, has been
reviewed by staff and found to be in substantial conformance with the principles and standards
required by the Unified Development Code and State Subdivision Map Act. It was approved as a
tentative tract map by the City Council on April 26, 2011. The Final Tract Map consists of a
subdivision of 32.84 acres into 22 lots consisting of commercial and office space, residential
units, and the City/Metrolink Transit Center. The subject property is located within the Vista
Canyon project.
The Final Tract Map was reviewed to the satisfaction of the City of Santa Clarita's (City) City
Surveyor and the City Engineer and found to be in substantial conformance with the previously
approved Tentative Tract Map. The conditions of approval established by the City were met and
fees have been and/or will be paid as indicated on the attached Fact Sheet. Therefore, the Final
Tract Map is ready for City Council approval and acceptance of the dedications shown thereon.
Lot 22, located within the river corridor is being dedicated to the City by this map. In addition,
Vista Canyon, LLC (Applicant) has provided the City with a grant deed (see attached) to transfer
the remaining river ownership along with the Mitchell Hill property, which is located outside of
the map boundary to the City. The City will record this grant deed after the Mitchell Hill
property improvements are completed by the developer. These include improvements to the
Santa Clara River Trail, river bank stabilization, and planting of oak trees. Upon completion of
river revegetation improvements by the Applicant, a conservation easement will be recorded
over lot 22 and portions of the grant deed consistent with the proj ect's required permits from the
following regulatory agencies: California Department of Fish and Wildlife, Army Corps of
Engineers, and the Los Angeles Regional Water Quality Control Board.
The Applicant is requesting deferral of the payment of required Bridge and Thoroughfare (B&T)
fees on this map from recordation to building permit. The two previously approved final tract
maps that cover other portions of the project site were recorded when B&T fees were required
for the building permit. This "deferral" provision was approved by the City Council on a
temporary basis and has since lapsed. The Applicant's request is consistent with the B&T
requirement for other areas of the project site where maps were previously recorded.
Additionally, the City and Applicant have been working on the design of the Vista Canyon Road
Bridge over the Santa Clara River. The City, using Metro funds, will be constructing the bridge
along with the required intersection improvements at Soledad Canyon Road. The Applicant will

be responsible for any costs associated with these improvements in excess of the Metro funds
and has provided a letter (attached) accepting this obligation. Construction of the bridge is
anticipated to start in spring 2021.
Pursuant to Section 66474.1 of the Subdivision Map Act, a legislative body shall not deny
approval of a final or parcel map if it was previously approved as a tentative map for the
proposed subdivision, and if it finds the final or parcel map is in substantial compliance with the
previously approved tentative map.
ALTERNATIVE ACTION
Staff has not identified alternative actions that would conform to requirements set forth in the
Subdivision Map Act for Recommended Action item numbers 1 through 7. With respect to
Recommended Action item numbers 8 and 9, other actions as determined by the City Council
may be considered.

Vista Canyon Ranch, LLC agrees to be responsible for any costs over the $20 million Metro Measure R grant funds
allocated to this Project. If required to pay costs in excess of $20 million, those costs shall be eligible for credit
under the Eastside Bridge and Thoroughfare District. Furthermore, Vista agrees to pay all B&T District fees
applicable to the Vista Canyon project at building permit or shall have sufficient credits to meet its obligation.
