HomeMy WebLinkAbout2020-06-23 - AGENDA REPORTS - APPLICATION FOR AND RECEIPT OF LOCAL EARLY ACTION (2)24 Agenda Item:13 CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL: DATE: June 23, 2020 APPLICATION FOR AND RECEIPT OF LOCAL EARLY ACTION SUBJECT: PLANNING (LEAP) GRANTS PROGRAM FUNDS DEPARTMENT: Community Development PRESENTER: Erika Iverson RECOMMENDED ACTION City Council adopt a resolution authorizing the City Manager or designee to apply to the Local Early Action Planning Grants Program to obtain funding for the establishment of a City Center Specific Plan that would create a mixed-use center and facilitate new housing production. BACKGROUND The 2019-20 State Budget Act allocated money for all regions, cities, and counties to do their part by prioritizing planning activities that accelerate housing production. With a portion of this allocation, the California Department of Housing and Community Development (HCD) established the Local Early Action Planning (LEAP) Grants Program. The LEAP Grants Program is similar to the SB2 Planning Grants Program that the City of Santa Clarita (City) successfully applied for and received $625,000 in funding earlier this year. It is an over-the-counter, non-competitive program administered by HCD that provides one-time funding to local governments for the preparation and adoption of planning documents and to implement process improvements that facilitate accelerated housing production. Under the LEAP Grants Program, the City, based on population, is eligible to request up to $500,000. The City is seeking LEAP Grants Program funds in the amount of $500,000 to establish a new Specific Plan to encompass properties within the boundary of McBean Parkway, Magic Mountain Parkway, and Valencia Boulevard to create a vibrant mixed-used City Center that could add new housing units and enhance commercial and civic opportunities, in accordance with the General Plan goal of providing a balance of jobs and housing in the City. If successful, a consultant would be selected to work with staff to identify the proper boundary for the Specific Plan area, develop standards that would allow the City Center to continue to Page 1 Qbdlfu!Qh/!92 24 grow and ensure its economic viability into the future, and to complete the CEQA analysis. As a requirement of the application, the City Council must authorize the City Manager or designee to submit the application for, and be in receipt of, LEAP Grants Program funds. The application deadline is July 1, 2020. ALTERNATIVE ACTION Other action as determined by City Council. FISCAL IMPACT There is no fiscal impact associated with this action. ATTACHMENTS Resolution Page 2 Qbdlfu!Qh/!93 24/b RESOLUTION NO. 20- __ RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, AUTHORIZING APPLICATION FOR, AND RECEIPT OF, LOCAL GOVERNMENT PLANNING SUPPORT GRANTS PROGRAM FUNDS WHEREAS, pursuant to Health and Safety Code 50515 et. Seq, the Department of Housing and Community Development (HCD) is authorized to issue a Notice of Funding Availability (NOFA) as part of the Local Government Planning Support Grants Program (hereinafter referred to by HCD as the Local Early Action Planning Grants Program or LEAP); and WHEREAS, the City Council of the City of Santa Clarita desires to submit a LEAP Grants Program application package (Application) for approval of grant funding for projects that assist in the preparation and adoption of planning documents and process improvements that accelerate housing production and facilitate compliance to implement the sixth cycle of the Regional Housing Need Assessment; and WHEREAS, HCD issued a NOFA and Application on January 27, 2020, in the amount of $119,040,000 for assistance to all California Jurisdictions. NOW, THEREFORE, the City Council of the City of Santa Clarita, California, does hereby resolve as follows: SECTION 1. The City Manager or designee is hereby authorized and directed to apply for and submit to HCD the Application; SECTION 2. In connection with the LEAP Grants Program, if the Application is approved by HCD, the City Manager or designee is authorized to submit the Application, enter into, execute, and deliver on behalf of the City Council of the City of Santa Clarita (Applicant), a State of California Agreement (Standard Agreement) for the amount of $500,000, and any and all other Buubdinfou;!Sftpmvujpo!!)MFBQ!Qmboojoh!Hsbou* documents required or deemed necessary or appropriate to evidence and secure LEAP Grants Program funds; and SECTION 3. The Applicant shall be subject to the terms and conditions as specified in the NOFA and the Standard Agreement provided by HCD after approval. The Application and any and all accompanying documents are incorporated in full as part of the Standard Agreement. Any and all activities funded, information provided, and timelines represented in the Application will be enforceable through the fully executed Standard Agreement. Pursuant to the NOFA and in conjunction with the terms of the Standard Agreement, the Applicant hereby agrees to use the funds for eligible uses and allowable expenditures in the manner presented and specifically identified in the approved Application. SECTION 4. The City Clerk shall certify to the adoption of this resolution.
