Striplin RECOMMENDED ACTION City Council approve a resolution proclaiming the termination of a local emergency. BACKGROUND Pursuant to Government Code Section 8630 and Chapter 2.40 of the Santa Clarita Municipal Code (Ordinance No. 89-6), the City Council of the City of Santa Clarita (City) can proclaim the existence, or threatened existence, of a local emergency when said City is affected or likely to be affected by a public calamity. In the days following the May 25, 2020, death of George Floyd by members of the Minneapolis Police Department, conditions of disaster or extreme peril to the safety of persons and property arose as a result of civil unrest that resulted in numerous acts of violence throughout the United States and in particular, Los Angeles County (County). Planned protests have occurred in the City since May 30, 2020, with the largest planned protest occurring on June 4, 2020. In advance of the largest of these protests, based upon information received by law enforcement, these conditions warranted and necessitated the proclamation of the existence of a local emergency throughout the City in order to obtain necessary resources in the event that the planned protests and/or counter protests were not peaceful. The planned protest on June 4, 2020 resulted in a peaceful, non-violent march. The Santa Clarita City Council did proclaim the existence of a local emergency within the City on June 3, 2020. Because the protests have been peaceful, the declaration of local emergency is no longer necessary, and its termination is proclaimed by the City Council. ATTACHMENTS Resolution Page 2 Packet Pg. 39 6.a RESOLUTION NO. 20- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, PROCLAIMING TERMINATION OF LOCAL EMERGENCY DUE TO CIVIL UNREST WHEREAS, the City Council previously adopted Resolution No. 20-29, declaring the existence of a local emergency in the City of Santa Clarita on June 3, 2020, as a result of conditions of disaster or of extreme peril to the safety of persons and property as a result of the George Floyd Protests occurring throughout the County of Los Angeles at that time; and WHEREAS, the circumstances surrounding such declaration no longer exist and current conditions are now deemed to be within the control of the normal protective services, personnel, equipment, and facilities of and within said City of Santa Clarita. NOW, THEREFORE, the City Council of the City of Santa Clarita, California, does hereby proclaim the termination of said local emergency. SECTION 1. The City Clerk shall certify to the adoption of this resolution. PASSED, APPROVED, AND ADOPTED this 14th day of July 2020.
