Award the construction contract for the Sand Canyon Trail, Phase VI, Project T3024 to Foster Construction in the amount of $245,563, plus $35,156 for bid alternate and authorize a contingency in the amount of $28,072, for a total contract amount not to exceed $308,791. 3. Authorize the continuation of available funds in Bikeway funds (Fund 238), Proposition A Park Bond Funds (262), Quimby Funds (305), and General Fund - Capital (601), previously appropriated to the Sand Canyon Trail, Phase VI, Project T3024 from Fiscal Year 2019-20 to Fiscal Year 2020-21. 4. Authorize an expenditure in an amount not to exceed $70,000 to reimburse the property owner for clearing private improvements from the future trail easement at 27315 Sand Canyon Road as part of the Sand Canyon Trail project. 5. Appropriate funding in the amount of $70,000 from the Bikeway Fund (238) to the Sand Canyon Trail, Phase VI, expenditure account T3024238-5161.001. 6. Authorize the City Manager or his designee to accept the trail easement after review by the City Attorney. 7. Authorize the City Manager, or designee, to execute all documents, subject to City Attorney approval. Page 1 Packet Pg. 136 BACKGROUND The completion of the Sand Canyon Trail will provide a multi -use trail along the west side of Sand Canyon Road from Placerita Canyon Road to Lost Canyon Road. The construction of the Sand Canyon Trail has been separated into six phases. To date, Phases I, II, and two of three segments of Phases III, and V have been completed. The final segment of Phase III will be completed once the necessary easements from property owners have been obtained. The completion of these phases has provided a multi -use trail from Lost Canyon Road to Live Oak Springs Road, approximately 0.6 miles, and a section of trail between the Los Angeles County Fire Station 123 and Iron Canyon Creek, approximately 0.6 miles. Staff has been working on the design of Phases IV and VI. Phase IV requires additional agency permitting and easements from property owners; however, Phase VI can be constructed within the City's existing right-of-way. This project is for the construction of Phase VI of the Sand Canyon Trail and covers approximately 1,400 linear feet between County of Los Angeles Fire Station 123 and Placerita Canyon Road on the west side of Sand Canyon Road. Construction will consist of clearing/grubbing, grading, utility guy -wire relocation, curb cuts, retaining walls, lodgepole fencing, and signage. This project supports the Building and Creating Community theme of the City of Santa Clarita's (City) five-year strategic plan, Santa Clarita 2020. As part of the public participation process, staff has been working with the Sand Canyon Trails Committee on concept development, design, and easement acquisitions. Although the trail is primarily designed for horses, it will be designated as a multi -use trail and open to all trail users. An invitation to bid was published on May 15 and May 22, 2020, and advertised on the City's website. A total of five bids were submitted to the City and opened by Purchasing on June 19, 2020. Foster Construction possesses a valid state contractor's license and is in good standing with the Contractors State License Board. The bid has been reviewed for accuracy and conformance to the contract documents and was found to be complete. The requested construction contingency will cover the costs of unforeseen site conditions uncovered during grading, fence installation, and coordination with Southern California Edison on guy -wire relocations. Page 2 Packet Pg. 137 There are many parcels along the trail route that do not have an easement along their frontage that would accommodate the trail. Staff continues to reach out to these property owners in an effort to obtain easements from them. When a property owner is willing to grant the easement, staff has been directed to secure it. In the case of 27315 Sand Canyon Road, the owner is willing to grant the easement, but there are private improvements within the future easement area that need to be relocated such as fencing, irrigation, and landscaping. The $70,000 expenditure authorized in this agenda item will reimburse the property owner for removing those improvements and relocating them outside the easement area. This segment of trail will be constructed with a future phase of the trail when construction funding is allocated. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Upon approval of the recommended actions, adequate funds will be available in the Sand Canyon Trail, Phase VI, Project T3024 account to support this recommended contract and project administrative cost. All cement shall conform to ASTM-C-150, Type I or 11. Use Type V cement, for soil containing sulfates. 3. Fine and coarse aggregate shall conform to ASTM C-33 for standard weight concrete. 4. All aggregate shall be comparable to "San Gabriel Valley" aggregate. The shrinkage shall be as per ASTM C-157 with the average drying shrinkage at 28-days not exceeding 0.04%. 5. Concrete shall be cured by keeping continuously wet for 10-days or by an approved curing compound. 6. Strength of concrete shall be a minimum of F'c=2,500 psi. When exposed to sulfates, concrete strength shall be F'c=4,500 psi. REINFORCEMENT 1. All reinforcing shall be ASTM A-615-40 for #4 bars and smaller. All reinforcing shall be ASTM A-615-60 for #5 bars and larger. 2. All bars shall be clean of loose flaky rust, grease or other materials likely to impair bond. 3. All bends shall be made cold. 4. Splicing of bars shall have a lap of 30 diameters or 2'-0" min. in all continuous reinforcement of footings. Masonry reinforcement shall have a lap of 40 diameters or 2'-0" min., whichever is greater. 5. All reinforcing bars shall be accurately and securely placed before pouring concrete. 6. Concrete protection for reinforcement shall be at least 3" to earth when the concrete is poured against the earth, 2" if poured against a form. MASONRY 1. All masonry work shall conform to the latest edition of the State Building Code. 2. Concrete block shall be of sizes shown on drawings and conform to ASTM C90 & ASTM C140, 1,900 psi, Grade "N", Normal Weight Units with maximum linear shrinkage of 0.06%, F'm=1,500 psi grouted reinforced cells. 3. Mortar (ASTM C270) mix shall be composed of one part portland cement and three parts sand and not less than part nor more than '/2 part lime putty for Type "S"mortar. Minimum compression strength to be F'c=2,000 psi. 4. Grout (ASTM C476) mix shall be composed of one part portland cement to three parts max sand and not less than two parts pea gravel. Max grout lift of 4'-T. Special inspection shall be requested for high lift grouting. Minimum compression strength to be F'c=2,000 psi. 5. Provide cleanout openings at bottom of all vertically grouted cells if grout lift exceeds 4'-T. 6. All reinforcing shall have a minimum coverage of '/2' grout. 7. Bolts shall be grouted with 1" of grout between bolt and masonry. 8. No pipes or ducts shall be placed in masonry walls unless specifically noted or detailed. 9. Dowels in concrete for masonry walls shall be the same size and spacing as masonry wall reinforcing. 10. All masonry, shall be reinforced grouted masonry, grout solid all cells. 11. All vertical reinforcing in masonry walls not retaining earth shall be located in the center of the wall, UNO. 12. Reinforcing shall be securely held and braced in place to prevent movement while placing masonry, concrete and grout. 13. Masonry to have special inspection per Section 1702 of the UBC when specified. INSPECTION INFORMATION: First inspection to be after trenches are ready for concrete and all required steel is tied in place. Second inspection at mid -height of wall prior to lower half grout. Third inspection at top grade beam prior to upper half grout. Final inspection to verify the work is completed including subdrain.
