Agenda Item: 19 P CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL:1 DATE: July 14, 2020 SUBJECT: CANYON COUNTRY COMMUNITY CENTER - PHASE III, OFFSITE STREET IMPROVEMENTS, PROJECT F3020 - APPROVE PLANS AND SPECIFICATIONS, AWARD CONSTRUCTION CONTRACT, AND APPROVE SUPPORT SERVICES CONTRACT INCREASES DEPARTMENT: Public Works PRESENTER: Damon Letz RECOMMENDED ACTION City Council: 1. Approve the plans and specifications for Canyon Country Community Center - Phase III, Project F3020. 2. Award a construction contract for Canyon Country Community Center - Phase III, Project F3020, to Toro Enterprises, Inc., in the amount of $3,386,036.09 and authorize a contingency in the amount of $507,905.00, for a total contract amount not to exceed $3,893,941.09. 3. Extend the current contract and authorize an increased expenditure authority for civil engineering, surveying services, and construction support for Canyon Country Community Center - Phase III, Project F3020 with Michael Baker International in the amount of $121,278 and authorize a contingency in the amount of $12,128, for a total additional contract amount of $133,406. 4. Extend the current contract and authorize an increased expenditure authority for geotechnical testing, observation services, and construction support for Canyon Country Community Center - Phase III, Project F3020 with R.T. Frankian & Associates in the amount of $226,765 and authorize a contingency in the amount of $22,676, for a total additional contract amount of $249,441. 5. Approve the use of $75,000 from the executed Dark Fiber Agreement with Crown Castle to construct a portion of the fiber optic system along Sierra Highway. Page 1 Packet Pg. 140 6. Adopt a Resolution accepting the offer of dedication of Dolan Way, identified as "Future Street" on recorded Tract Map 42036 for Public Use for Street Purposes. 7. Amend the budget for Fiscal Year 2020-21 and appropriate to the Canyon Country Community Center, Project F3020, $3,948,640 from the Facilities Fund (Fund 723) to expenditure account F3020723-5161.001, and $575,000 from the Park Dedication Fund (Fund 305) to expenditure account F3020305-5161.001, to provide for the construction contract, support services, staff time, and the project's administrative costs for the Canyon Country Community Center - Phase III construction. 8. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The City Council approved the Conceptual Master Plan for the Canyon Country Community Center (C4) project in June 2016. The plan includes the construction of a 25,000 square -foot community center, plaza and courtyards, parking, walkways, landscaping, and street improvements. The plan also includes improvements to the Mint Canyon Channel and storm drains which were coordinated with the Los Angeles County Flood Control District (District). The total improved area of the project, including channel improvements, is approximately nine acres. This project supports the Building and Creating Community theme of the City of Santa Clarita's (City) five-year strategic plan, Santa Clarita 2020. The City Council awarded the architectural design and civil engineering contracts for the project in August and December of 2016, respectively. In addition, a Mitigated Negative Declaration was approved and certified at the July 11, 2017, City Council meeting, satisfying the California Environmental Quality Act. The C4 project was divided into three phases. Phase I - City Council awarded the construction contract for Phase I at the February 12, 2019, meeting. Construction is complete for this phase which included rough grading of the site, preparing building pads, improvements to the Mint Canyon Channel and storm drains, and a stormwater infiltration system. Phase II - The construction contract for Phase II was awarded by the City Council at the December 10, 2019, meeting. Construction is ongoing and includes the community center building, parking lots, walkways, courtyards and plazas, play area, outdoor basketball court, landscaping, and the Gateway Plaza at the corner of Sierra Highway and Soledad Canyon Road. This phase of the project is expected to be complete in the summer of 2021. Phase III - This phase provides for off -site street improvements which include a right -turn lane on westbound Soledad Canyon Road, the widening of northbound Sierra Highway along the project frontage, the widening of Solamint Road near Dolan Way, and constructing bulb -outs at Solamint Road and Dolan Way. Also included in the Phase III construction is the addition of Page 2 Packet Pg. 141 landscaped medians on Sierra Highway between Soledad Canyon Road and Dolan Way. Phase III will be constructed concurrently with Phase II and will take approximately six months to complete. Phase III Construction Solicitation Process An invitation to bid for the C4 - Phase III, Project F3020 was published twice, on May 29 and June 5, 2020, and was posted on the City's website. The City received a total of two bids, which were opened by Purchasing on June 22, 2020. The results are shown below: Company Location Toro Enterprises, Inc. Oxnard, CA C.S. Legacy Construction, Inc. Chino, CA Bid Amount $3,386,036.09 $3,552,562.80 Staff recommends awarding the C4 - Phase III construction contract to Toro Enterprises, Inc., the lowest responsive bidder. Toro Enterprises, Inc., possesses a valid Class A State Contractor's License and is in good standing with the Contractors State License Board. The bid has been reviewed for accuracy and conformance to the contract documents and was found to be complete. The contingency, in the amount of $507,905, will cover the cost of unforeseen conditions and additional work required by the City. Geotechnical Soil Testing and Observation Services Phase III construction will require geotechnical soil testing. R.T. Frankian & Associates (RTFA) has previously prepared the Geotechnical Investigation Report that has been the basis for design and construction for this project. At the February 12, 2019, City Council meeting, the City Council authorized a contract for RTFA for a total amount not to exceed $379,926 for Phase I construction. Based on RTFA's past work on C4, their familiarity with the site and soil conditions, staff recommends the City Council increase the existing contract by $226,765, including a $22,676 contingency. This increase will allow RTFA to provide soil testing and observation for the construction work associated with the balance of Phase II and Phase III. Civil Engineering and Surveying Services On August 23, 2016, the City Council awarded the civil design and environmental document services contract for the C4 project to Michael Baker International (MBI), for a total amount of $456,160. MBI was selected through a request for proposal process and has been the civil engineering firm utilized during the design of the C4 project. On February 12, 2019, and December 10, 2019, the City Council increased the MBI contract by $115,588 and $214,017 respectively, to provide civil engineering and surveying support for Phase I and II construction, for a total contract amount of $785,765. At this time, staff is requesting that the City Council increase the current MBI contract by $121,278 to allow for survey services, construction support, and utility coordination for Phase III, including a $12,128 contingency, for a total contract increase amount of $133,406. This Page 3 Packet Pg. 142 contract increase will allow the civil engineering consultant to remain with the project to provide necessary construction support, utility design/coordination, and surveying services for the Phase III project. Remaining funds of $246,852 will provide for staff time, public works inspections, utility relocation, Storm Water Pollution Prevention Plan monitoring, and project administrative costs. Dolan Wav Public Road Dedication As part of the American Beauty development in 1984, Tract Map 42036, the developer identified what is known today as Dolan Way, as a "Future Street." This tract map was processed and approved through the County of Los Angeles (County), prior to incorporation of the City. At the time of map recordation, the County rejected the Future Street dedication. The southern portion of Dolan Way was dedicated to the City for public road purposes in 1992 as part of the Dolan Center project. At this time, in order to support road improvements for the C4 project, staff recommends the City Council accept the offer of dedication of the remaining northern portion of Dolan Way. The attached resolution accepts the offer of dedication by the City which will allow road improvements to be made as part of the Phase III project. Sierra Hi Right and Soledad Canyon Road Ultimate Right of Way Soledad Canyon Road Ultimate Right of Way A significant component of the Phase III project includes the widening of Sierra Highway between Soledad Canyon Road and Dolan Way to its ultimate width on the northbound direction, or easterly side adjacent to the community center. The current right-of-way on the east side of Sierra Highway is 50 feet from the centerline of the road but varies closer to Soledad Canyon Road to accommodate turn lanes. The General Plan identifies the Sierra Highway and Soledad Canyon Road ultimate right-of-way to be 116 feet. By approving the project plans and specifications, the City Council is establishing the new right-of-way on the east side of Sierra Highway between Soledad Canyon Road and Dolan Way. The proposed right-of-way will be 58 feet from the centerline of the road and will vary as depicted on the plans closer to Soledad Canyon Road. The right -turn lane westbound on Soledad Canyon Road also establishes the new ultimate right- of-way as identified in the General Plan. This new right-of-way is established by the recommended action to approve the Phase III plans and specifications. Fiber Optic Line The City continues to expand its fiber-optic network by extending lines as opportunities present themselves. Fiber optic is the most reliable communication media and has the highest bandwidth to enable the systems to provide second -by -second data exchange. The City's fiber-optic network has been built with redundancy to prevent outages in case of a break in a link. The City's fiber-optic system continues to benefit the traffic signal network by providing real- time connections to all field devices including traffic signal controllers, CCTV cameras, battery backup systems, and count stations Citywide. The fiber optic system also connects all major City -owned buildings including libraries, community centers, field facilities, parks, and the Transit Maintenance Facility. Page 4 Packet Pg. 143 The proposed fiber optic installation ties into the existing system in the area, providing high- speed connectivity between City Hall and C4 and between the Traffic Operations Center and the traffic signal at Sierra Highway and American Beauty Drive. Furthermore, the proposed fiber- optic system will close the communication gap along Sierra Highway and will provide for redundancy opportunities. A portion of the fiber optics cost as part of this project will be reimbursed by Crown Castle pursuant to the executed Dark Fiber lease agreement with the City. It is anticipated that additional easements provided by the City for utilities that support C4 will be necessary. These easements will be presented to the City Council at a future date. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Upon approval of the recommended actions, adequate funds will be available in expenditure account F3020723-5161.001, F3020305-5161.001, and F3020266-5161.001 to support the recommended contracts for Phase III of the Canyon Country Community Center.
