Striplin RECOMMENDED ACTION City Council review and discuss options for memorializing the victims of the event at Saugus High School on November 14, 2019, and provide any necessary direction to staff. BACKGROUND On Thursday, November 14, 2019, the City of Santa Clarita (City) was forever changed. Early in the morning, prior to classes beginning at Saugus High School, a gunman opened fire on his fellow classmates in the quad. The surrounding community of off -duty first responders, from different departments throughout the region, quickly sprang into action to rescue their fellow community members. With the assistance of these brave men and women, students, faculty, and staff quickly evacuated across the street to Central Park to reunite with their loved ones. However, the result of the event will forever be remembered with two precious victims' lives lost too soon, among many others wounded physically, mentally, and emotionally. In the days following this tragic event, community members began gathering at Central Park to mourn the lives lost and begin the healing process. On Sunday, November 17, the City partnered with many other local stakeholders to host the communitywide Saugus Strong vigil to grieve, remember the victims, and show support for all those affected by this senseless tragedy. More than 10,000 people attended the vigil to support one another. With the significant role Central Park played in the evacuation and healing process, the City has received numerous requests by residents to memorialize the event and its victims at the park. At the July 14, 2020, City Council meeting, the Council directed staff to meet with the families of the victims and discuss options for properly memorializing the event and the lives lost on November 14. City staff met with the families on Friday, August 7, 2020, to begin that Page 1 Packet Pg. 89 discussion. Following that meeting, staff researched and sent a variety of memorial ideas to the families for inspiration. The families have expressed interest in Central Park being dedicated in memory of the victims, Gracie Muehlberger and Dominic Blackwell, and to create a memorial at the entrance of Central Park (at the site of the current flag pole). Attached to this item are the memorial examples provided by staff to the families and one example provided to staff by the families of a memorial at Wyndham Bonnet Creek Resort in Orlando, Florida. After review of examples and initial, broad discussions with the families, there are a variety of ways for the City Council to consider memorializing the event and its victims, which include, but are not limited to (note: these options are not provided in any type ofprioritization): • Dedicate (not rename) Central Park by adding "In Memoriam of Gracie Muehlberger and Dominic Blackwell" to the entrance signage (please note: this option would require consultation and consent from SCV Water). • Identify and rename a different City park. • Design and construct a memorial at the entrance of Central Park. • Expand the current Youth Grove site at Central Park to include a separate memorial. • Identify a different location within Central Park for the design and construction of a memorial. • Design and construct a memorial as part of the future buildout project at Central park. It is recommended that the City Council review the memorial examples and options identified above, begin discussion of how to memorialize the event, and provide any necessary direction to staff. I tried to lay them out from simple and inexpensive on the left to higher end on the right. I saw different kinds of memorials and place making strategies for plaques: 1. Simple plaque on a pedestal. I'd imagine this would be the lowest cost option. 2. Simple sculpture with lights memorializing each victim or one light for all. Something like the ones shown, although these particular ones are intended for residential applications. Maybe we custom design one to fit the space. 3. Memorial walls encircling a seating area 4. Memorial Trees and gardens, easily scaled to fit the available space. (How much space do we have?) 5. Empty chair sculptures. I was talking to my wife, who was a school teacher with LAUSD, and she knew all the details. Stephanie compiled some examples of memorials attached. To do the memorial justice, the families should be involved so that it can be personalized. If the victims had a personal passion ... such as music or animals ... that would be good to accommodate. Other ideas would be to have a landmark tree ... or a small garden... rose or herb ... with some engraved seatwalls or benches. Or maybe a butterfly garden using flowering plants that attract butterflies. Here's another example on the image below, I worked on this memorial for Rod Carew's daughter at the entry of Angel Stadium about twenty years ago. Historical markers along walkway tell the story of their jouney. Unique requirements consisted of incorporating key elements of the B-17 bomber as part of the Rosie the Riveter Park design, including steel cages representing the bombardier, and aircraft tail, and etched circular granite pavers with historical information representing the four (4) engines of the B-17. Photo engravings at the aircraft location provide information regarding the women that worked on the bombers and flew during WW2. Along the walkway that navigates around the park, interpretive podiums provide a sequential history of Rosie the Riveter contributions. The park design specifies solar powered lighting and high - efficiency irrigation systems.
