BACKGROUND
On March 31, 2020, the City Council adopted an urgency ordinance (No. 20-3) providing certain
eviction protection between March 4 and May 31 for residential and commercial tenants as a
result of financial impacts resulting from the COVID-19 pandemic. That moratorium was
extended via Ordinance No. 20-4 through the end of June and included a 9 month rent payback
provision for deferred rent. The City Council indicated it did not wish to be subject to the
ty of
(City) moratorium. On July 14, 2020, the City Council extended its moratorium
again through August 31.

period extends from March 4 through September 30 that its provisions will govern over those of
the County moratorium.
There is currently a court order in effect prohibiting the commencement of new unlawful
detainer (eviction) cases, which is set to expire September 1, 2020. Additionally, there are
several bills in Sacramento that would provide eviction protection and rent deferral on a uniform
Statewide basis, but none have yet been adopted by the State legislature.
Furthermore, it is the understanding of City staff that the Los Angeles County Board of
Supervisors will consider, during an upcoming regular meeting, applying the Los Angeles
County) eviction moratorium to all incorporated cities as a baseline, whether or not a
local eviction moratorium ordinance exists within a city. This action could potentially preempt
, if the Cis more strict than the
and would result in the County ordinance applying to all 88 cities in the
County.
ALTERNATIVE ACTION
Other action as determined by City Council.
FISCAL IMPACT
No financial impact.
