SUBJECT: BUS TAP MOBILE VALIDATOR PURCHASE AND
INSTALLATION

RECOMMENDED ACTION
City Council:
1. Award a contract to Cubic Transportation Systems, Inc., for the purchase and installation of
Bus Mobile Validators on the local bus fleet, in the amount of $230,687, and authorize a 10
percent contingency, for a total contract amount not to exceed $253,755.
2. Appropriate funds in the amount of $253,755 to account 12402-5161.001, and increase grant
revenue account 700-4424.009 by $253,755.
3. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The Transit Access Pass (TAP) program is an integrated, regional fare collection system
comprised of fareboxes, validators, controlling computers, sales units, and other associated bus
fare collection equipment. TAP is a smart -card based system that provides for seamless bus and
rail transportation throughout the Los Angeles region. The City of Santa Clarita (City) is
committed to this regional project and entered into a contract with Cubic Transportation
Systems, Inc., (Cubic) in 2003 for the procurement and installation of TAP fareboxes into the
existing local and commuter bus fleet. Since then, the City has installed TAP equipment into our
para-transit fleet. Today, there are 26 regional TAP participating transit agencies and over 675
different fare products across all agencies.
As transit agencies across the nation explore ways to combat the spread of the coronavirus
(COVID-19), the City of Santa Clarita Transit, and many other transit agencies, have

implemented rear door boarding on its local bus fleet for all non-ADA passengers. Allowing
passengers to board the bus from the rear door increases the distance between bus operators and
riding customers. Due to the COVID-19 crisis and the fact that there is no fare collection
equipment at the rear doors, the City has not been enforcing fare collection policies.
In anticipation of a gradual and cautious restoration of fare collection policies as well as transit
service levels, as warranted by passenger ridership and COVID-19 measures, an option to allow
patrons to still board through the rear door and pay for their fare with a TAP card on local transit
buses is necessary. Additionally, as schools begin to open and supplemental school transit
service is restored, rear door boarding will reduce the loading time for passengers and allow
routes to remain on -time. Implementation of rear door boarding on the City's local fleet requires
the purchase and installation of TAP Bus Mobile Validators (BMVs). Once the BMVs are
installed, passengers will be able to board the bus and pay their fare on TAP from the front,
middle (only on an articulated bus), and rear doors.
Cubic was validated as a sole source based on compatibility with the existing farebox system,
and seamless integration with the regional TAP program.
ALTERNATIVE ACTION
Other action as determined by City Council.
FISCAL IMPACT
No impact to the General Fund. Federal Transit Administration grant funds are available to cover
the full cost of the project, upon appropriation to expenditure account 12402-5161.001.

The City of Santa Clarita is formally requesting a pricing quote for the purchase and installation
of regional Bus Mobile Validators (BMV) and all required parts. We plan to install the units at
the back door of our local fleet of buses.
The cost for purchase and installation should include all associated and required tasks such as,
but not limited to, initial system set-up, configuration, integration with garage computer and RF
system, integration with the regional system, testing, and warranty.
Based on the BMV allocation determined by Metro, please provide a quote for the following
items:

Please provide as detailed a price list as possible, separating out equipment by line item. If there
is any additional equipment and or tasks needed to complete this project, but absent from the list
above, please provide that info as separate line items.
As soon as we receive your response, we can move forward with project approval by our City
Council. Pending their schedule.

Ground Rules and Assumptions
The unit prices provided are based on the following ground rules and assumptions:
1. This is a Firm Fixed Price (FFP) Proposal (inclusive of tax).
2. Proposal is valid until 30 September 2020.

3. Following the notice to proceed, installation will be completed within one (1) month after
installation plan acceptance by Sant Clarita and contingent upon Cubic's ability to access
the property for installation during this timeframe.
4. Acceptance: FOB - Destination
5. Cubic standard 12 Month Warranty covers materials and workmanship. Atypical
damages during use or storage, accidents, losses, or failures due to normal wear and tear
are not included under the Warranty.
6. Payment Terms, Net 30 Day upon completion of the following Milestones:
a. 20% upon issuance of contract award
b. 30% upon Cubic delivery of BMVs
c. 50% upon Installation Acceptance Test (IAT) complete. IAT to be completed by
Cubic immediately following installation.
7. All prices are in United States Dollars (USD) and all payments are assumed to be in
USD.
8. LA Metro shall be responsible for all business rule derivation with the Agency as well as
all Nextfare configuration and testing such as faretables, etc.
9. BMV communications will be via the T-Mobile wireless network with SIM cards provided
by LA Metro; alternatively, Santa Clarita and LA Metro may design solution for alternative
carrier such as Verizon. Cubic support of this effort not included within this proposal.
10. Pricing assumes that no software changes are required to support agency configuration
11. The price assumes use of the previously agreed, standard Cubic Terms and Conditions.
