Award a construction contract to Alfaro Communications Construction, Inc., in the amount of $582,416 and authorize a contingency in the amount of $58,241, for a total contract amount not to exceed $640,657. 3. Amend the budget for Fiscal Year 2020-21 to appropriate Highway Safety Improvement Program funds (Fund 229) in the amount of $100,000 to the 2017-18 Highway Safety Improvement Program Signal Modification on Soledad Canyon Road, Project C3019, expenditure account C3019229-5161.001 and increase revenues in account 229-4424.009 by $100,000. 4. Authorize the continuation of $455,878 in Highway Safety Improvement Program grant funds (Fund 229) previously appropriated to the 2017-18 Highway Safety Improvement Program Median Modification Program from Fiscal Year 2019-20 to Fiscal Year 2020-21. 5. Authorize a transfer of projects savings in the amount of $97,273 to the 2017-18 Highway Safety Improvement Program Signal Modification Program on Soledad Canyon Road, Project C3019 from the following accounts: Page 1 Packet Pg. 46 O • $27,208 in Transportation Development Act Article 8 funds (Fund 233) from the 2015-16 HSIP Median Modification Program, Project C0049 expenditure account C0049233- 5161.001 to expenditure account C3019233-5161.001; • $538 in Transportation Development Act Article 8 funds (Fund 233) from the Traffic Signal Annexation Upgrades, Project C4015 expenditure account C4015233-5161.001 to expenditure account C3019233-5161.001; • $9,000 in Developer Fees (Fund 306) from the 2015-16 Highway Safety Improvement Program Median Modification Program, Project C0049 expenditure account C0049306- 5161.001 to expenditure account C3019306-5161.001; • $41,404 in General Fund -Capital (Fund 601) from the 2015-16 Highway Safety Improvement Program Median Modification Program, Project C0049 expenditure account C0049601-5161.001 to expenditure account C3019601-5161.001; • $16,875 in Gas Tax (Fund 230) from the Newhall Ranch Road Bridge Widening Over San Francisquito Creek, Project S1039 expenditure account 51039230-5161.001 to expenditure account C3019230-5161.001; and • $2,248 in Measure R Local Return (Fund 264) from the 2018-19 Annual Concrete Program, Project M0129 expenditure account M0129264-5161.001 to expenditure account C3019264-5161.001. 6. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND This project would modify the traffic signals at the intersections along the eastern end of Soledad Canyon Road at five locations: Oaks Springs Canyon Road, Rue Entr6e, Flowerpark Drive, Poppy Meadow Street, and Shadow Pines Boulevard. Modifications will include upgrading existing signal equipment, existing signal infrastructure, and pedestrian ramps at the intersections to meet current Americans with Disabilities Act standards. This project supports the Sustaining Public Infrastructure theme of the City of Santa Clarita's (City) five-year strategic plan, Santa Clarita 2020. The City received the 2017-18 Federal Highway Safety Improvement Program (HSIP) grant from the California Department of Transportation (Caltrans). Federal funding in the amount of $519,700 was also secured for this project. In January 2020, the City received authorization to proceed with construction from Caltrans. An invitation to bid was published twice, on February 28 and March 6, 2020, and was posted on BidNet. Seven bids were submitted to the City and were opened on April 30, 2020. Temecula, CA $875,883 Staff recommends awarding the project to Alfaro Communications Construction, Inc., the lowest responsive bidder. This contractor possesses the required state contractor's license and is in good standing with the Contractors State License Board. This bid has been reviewed for accuracy and conformance to the contract documents and was found to be complete. As a result of the lowest responsive bid exceeding the available grant funds, the City requested additional grant funds in the amount of $197,273 from Caltrans. Staff received a commitment from Caltrans to increase the grant by $100,000, providing a total of $555,878 in HSIP funding for construction. The request to appropriate additional local funding of $97,273 will provide for the remaining funding needed to complete the project. The total project budget is $653,151. Of this amount, $640,657 is designated for the construction contract and contingency. The additional $12,494 is allotted for construction support costs, which include labor compliance services, staff oversight, construction engineering, inspection, and project management. The requested construction contingency will cover the cost of unforeseen site conditions, potential utility conflicts, and any change order approved by the City. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Upon approval of the recommended actions, adequate funds will be available in the Fiscal Year 2020-21 budget to provide for the 2017-18 HSIP Signal Modification, Soledad Canyon Road construction contract and construction support costs. The total budget of $653,151 is comprised of the following: $555,878 in HSIP funds (229) to expenditure account C3019229-5161.001, $16,875 in Gas Tax (230) to expenditure account C3019230-5161.001, $27,746 in TDA Article 8 (233) to expenditure account C3019233-5161.001, $2,248 in Measure R Local Return (264) to expenditure account C3019264-5161.001, $9,000 in Developer Fees (306) to expenditure account C3019306-5161.001 and $41,404 in General Fund — Capital (601) to expenditure account C3019601-5161.001.
