SUBJECT: LANDSCAPE MAINTENANCE DISTRICT ZONE T2A (SKYLINE
RANCH) - APPROPRIATION OF FUNDS

RECOMMENDED ACTION
City Council appropriate ongoing funds in the amount of $30,000 from Landscape Maintenance
District (LMD) Fund 357 to LMD Zone T2A (Skyline Ranch) for the maintenance of the slope
areas adjacent to Plum Canyon Park, as follows: $5,000 to 12572-5131.001 (Electric Utility);
$2,500 to 12572-5131.006 (Water Utility); $5,000 to 12572-5141.001 (Maintenance & Repairs);
and, $17,500 to 12572-5161.010 (Landscape Services).
BACKGROUND
In June 2020, Plum Canyon Park was accepted for maintenance by the City of Santa Clarita
(City) and opened to the community. The initial short-term maintenance for Plum Canyon Park
was awarded to Stay Green, Inc., for an amount not to exceed $47,600. Maintenance
responsibilities include managing turf, irrigation, planter bed, and the exterior facing slope areas
located within Landscape Maintenance District (LMD) Zone T2A (Skyline Ranch).
While maintenance responsibilities for managing all interior park landscape improvements will
transition to Parks staff in Fall 2020, the exterior facing slope areas are a component of the
Skyline Ranch local LMD zone and will continue to be maintained by the LMD operation.
For developer installed landscape within newly created LMD zones such as Skyline Ranch, staff
solicits competitive bids from multiple private landscape companies prior to accepting
maintenance responsibility and requests the appropriation of an operational base budget at the
time of contract award. In this instance, the completion of Plum Canyon Park occurred in
advance of the tract builder's readiness to turn over LMD landscape areas for the City to
maintain. During the interim period between Parks' field staff assuming maintenance
responsibility for Plum Canyon Park and the tract builder turning over all designated landscape
areas in Skyline Ranch to LMD, staff will be utilizing the existing contract with Stay Green to

maintain the LMD slopes surrounding the park.
The purpose of this action is to establish an initial operating base budget for LMD Zone T2A.
Staff is requesting the appropriation of an ongoing base budget of $30,000 from Fund 357 to
LMD Zone T2A to support reoccurring maintenance activities, as -needed and/or unanticipated
repairs, and utility -related costs as identified in the expenditure accounts below:

Finally, staff anticipates the tract builder will be ready to turn over maintenance responsibilities
for Skyline Ranch landscape improvements in the next six to nine months. Prior to accepting
maintenance, Special Districts will return to City Council to request approval of a competitively
awarded contract for management of all landscape within LMD Zone T2A.
ALTERNATIVE ACTION
Other action as determined by the Council.
FISCAL IMPACT
There is no impact to the General Fund. An ongoing appropriation from Landscape Maintenance
District (LMD) Fund 357 in the amount of $30,000 is necessary to support the recommended
action. LMD Zone T2A generates adequate revenue to support this request.
