ALONG THE WEST SIDE OF CENTRE POINTE BETWEEN HARRYBELL PLACE (NORTH) AND 385 FEET SOUTH OF HARRYBELL PLACE (NORTH) DEPARTMENT: Public Works PRESENTER: Gus Pivetti RECOMMENDED ACTION City Council: Adopt a resolution to rescind 385 feet of the No Parking Zone between the hours of 12:00 a.m. and 4:00 a.m. along the west side of Centre Pointe Parkway between Harrybell Place (North) and 385 feet south of Harrybell Place (North). 2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND A resolution to establish a no parking zone between the hours of 12:00 a.m. and 4:00 a.m. along the west side of Centre Pointe Parkway, between Spirit Court and Golden Triangle Road, was adopted by the City Council on July 12, 2005. At the time the resolution was adopted, businesses were concerned that the presence of stored/abandoned vehicles and commercial trucks would deteriorate the aesthetic appearance of the Centre Pointe Business Park. Residents and the Homeowner's Association of the Habitat for Heroes community located within the Centre Pointe Business Park expressed their concerns regarding insufficient parking within the residential community. The Centre Pointe Business Park is zoned as Business Park (Industrial) and the Habitat for Heroes community is zoned as Urban Residential. In August and September 2020, meetings were held between City staff, the Homeowner Association, and the property management company for the Habitat for Heroes community to discuss options that would accommodate on -street parking on Centre Pointe Parkway. Page 1 Packet Pg. 103 0 To address these concerns, staff proposes rescinding 385 feet of the No Parking Zone between the hours of 12:00 a.m. and 4:00 a.m. and establishing 385 feet of parking along the west side of Centre Pointe Parkway, between Harrybell Place (North) and 385 feet south of Harrybell Place (North). This segment can accommodate approximately 15 parked vehicles. The proposed plan is attached as Exhibit A. The approval of this plan will provide residents from Habitat for Heroes community with direct and convenient access to sufficient on -street parking. Since this area is zoned as Urban Residential, the City can enforce oversized vehicle or commercial vehicle parking regulations if stored/abandoned vehicles or commercial vehicles becomes an issue. This supports the previous resolution adopted by the City Council on July 12, 2005, which allows for restricting of oversized and commercial vehicles between Harrybell Place (North) and 385 feet south of Harrybell Place (North). ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Adequate funds to modify or remove existing signage is available in account 14504-5141.008, Street Maintenance Traffic Signs and Markings, to support the recommended action. AND 4:00 A.M. ALONG THE WEST SIDE OF CENTRE POINTE PARKWAY BETWEEN HARRYBELL PLACE (NORTH) AND 385 FEET SOUTH OF HARRYBELL PLACE (NORTH) WHEREAS, Section 22507 of the California Vehicle Code of the State of California provides for local authorities to prohibit stopping, standing, or parking of vehicles on certain streets or highways, or portions thereof during certain or all hours of the day; and WHEREAS, the City of Santa Clarita established no -parking zones between the hours of 12:00 A.M. and 4:00 A.M. along the west side of Centre Pointe Parkway, between Spirit Court and Golden Triangle Road; and WHEREAS, a request was received to rescind 385 feet of the no -parking zone between the hours of 12:00 A.M. and 4:00 A.M. along the west side of Centre Pointe between Harrybell Place (North) and 385 feet south of Harrybell Place (North); and WHEREAS, it is consistent with normal traffic engineering practices to rescind 385 feet of the no -parking zone between the hours of 12:00 A.M. and 4:00 A.M. along the west side of Centre Pointe between Harrybell Place (North) and 385 feet south of Harrybell Place (North) to allow for changes to traffic patterns and community parking needs. NOW, THEREFORE, the City Council of the City of Santa Clarita, California, does hereby resolve as follows: SECTION 1. That the no -parking zone between the hours of 12:00 A.M. and 4:00 A.M. along the west side of Centre Pointe Parkway, between Spirit Court and Golden Triangle Road, is hereby rescinded between Harrybell Place (North) and 385 feet south of Harrybell Place (North). SECTION 2. That 385 feet of on -street parking on the west side of Centre Pointe Parkway between Harrybell Place (North) and 385 feet south of Harrybell Place (North) shall be established. SECTION 3. That the new on -street parking shall apply when the existing signs giving adequate notice thereof have been modified as described in Section 1. SECTION 4.
