SUBJECT: AWARD CONTRACTS FOR COMMUNITY DEVELOPMENT
BLOCK GRANT - CORONAVIRUS FUNDS

RECOMMENDED ACTION
City Council:
Award three contracts for Community Development Block Grant — Coronavirus funds
allocated to the City of Santa Clarita through the Coronavirus Aid, Relief, and Economic
Security Act:
Santa Clarita Valley Committee on Aging in the amount of $145,200 for vehicles, meals,
and groceries to address the nutrition needs of seniors; and
Bridge to Home SCV in the amount of $54,800 for staffing and meals at the temporary
shelter located in the Newhall Community Center; and
Henry Mayo Newhall Hospital Foundation in an amount up to $150,000 for rapid
COVID-19 testing.
2. Authorize the City Manager or his designee to execute all documents, subject to City
Attorney approval.
BACKGROUND
On March 27, 2020, Congress signed the Coronavirus Aid, Relief, and Economic Security
(CARES) Act into law. The City of Santa Clarita (City) was awarded $855,759 in Community
Development Block Grant - Coronavirus (CDBG-CV) funds, which is in addition to the annual
CDBG Entitlement for 2020-21. All CDBG funds must be used to primarily serve the low- and
moderate -income community. In addition, the CDBG-CV funds must be used for activities
which "prevent, prepare for, or respond to coronavirus."
On June 23, 2020, the City Council approved a Substantial Amendment to the CDBG
Consolidated Plan (Con Plan) and the 2020-21 Annual Action Plan (AAP). The Substantial

Amendment to the Con Plan added the $855,759 to the 2020-21 resources available to be used to
serve the low- and moderate -income community. The Substantial Amendment to the AAP
identified broad areas in which the CDBG-CV funds should be allocated. Two of those areas are:
$200,000 for grants to local non -profits for food services; and
$250,000 for grants to local non -profits for childcare, homelessness, and re -opening
expenses.
On July 29, 2020, the City released a Notice of Funding Availability (NOFA) requesting
qualified non -profits to submit applications for these funds. Nine non-profit agencies responded
to the NOFA with 10 proposals. The applications were reviewed by a five -member staff
evaluation committee and nine proposals were recommended for funding. Two of the proposals
recommended for funding are over $50,000 and require City Council approval:
• $145,200 to Santa Clarita Valley Committee on Aging for vehicles, meals, and groceries
to address the nutrition needs of seniors; and
• $54,800 to Bridge to Home SCV for staffing and meals at the temporary shelter facility
located in the Newhall Community Center.
The Substantial Amendment to the Con Plan and AAP approved by the City Council on June 23
also allocated $150,000 for COVID-19 testing. Staff has worked extensively with Henry Mayo
Newhall Hospital (HMNH) Foundation staff and their consultant to determine the most critical
areas of unmet need related to COVID-19 testing. It has been determined that Rapid COVID-19
Testing, where results are available within two -to -three days, is often either not available or not
covered by insurance or other agency funding.
Through this grant to HMNH Foundation, Rapid COVID-19 Testing would be made available to
three specific groups, if determined it was needed and not available through another source:
• Family or friend care -givers for vulnerable populations;
• Individuals scheduled for necessary surgical procedures; and
• Essential workers who need a negative test result in order to return to work.
This contract is proposed for the entire $150,000 allocated for COVID-19 testing, and requires
City Council approval.
ALTERNATIVE ACTION
Other action as directed by the City Council.
FISCAL IMPACT
Funds in the amount of $350,000 are available in Community Development Block Grant Fund
(203) Expenditure Accounts 13354-5161.001 and 13355-5161.001 to support the recommended
action. There is no impact to the General Fund by this action.
