Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The Santa Clarita Valley Sanitation District (District), formerly known as County Sanitation District Nos. 26 and 32, provides wastewater treatment services within the District's service area. To provide wastewater treatment service to properties located outside of the District's service area, the boundary must be expanded through the annexation process. As part of this process, a tax -sharing resolution to provide the required funding to the District is adopted by the public agency responsible for providing services to the subject property. Local agencies receiving an apportionment of the property tax from the annexing area, including cities and utility districts, must determine the percentage of tax revenues to be exchanged between the affected agencies. Listed below are the annual tax increment percentages attributable to the land area involved in the corresponding annexations and to be transferred to the Santa Clarita Valley Sanitation District: 1.0138359 % for Annexation No. 1102 0.9830170 % for Annexation No. 1103 Page 1 Packet Pg. 40 O 0.0973288 % for Annexation No. 1104 0.9830259 % for Annexation No. 1106 For this total, the City of Santa Clarita is contributing the following percentage of its revenues from the annual tax increment for these annexation areas: Annexation No. 1102: 0.1012092 % for City of Santa Clarita Annexation No. 1103: 0.1012092 % for City of Santa Clarita Annexation No. 1104: 0. 10 13487 % for City of Santa Clarita Annexation No. 1106: 0.1012092 % for City of Santa Clarita There is a separate tax -sharing resolution for Santa Clarita Library for each of the annexations. The following is the percentage of revenues from the annual tax increment for each area: Annexation No. 1102: 0.0401754 % for Santa Clarita Library Annexation No. 1103: 0.0377027 % for Santa Clarita Library Annexation No. 1104: 0.0387826 % for Santa Clarita Library Annexation No. 1106: 0.0377029 % for Santa Clarita Library There is a separate tax -sharing resolution for Santa Clarita Street Lighting Maintenance District No. 2 for two of the annexation areas. The following is the percentage of revenues from the annual tax increment for the area: Annexation No. 1103: 0.0364801 % for Santa Clarita Street Lighting Maintenance District No. 2 Annexation No. 1106: 0.0364795 % for Santa Clarita Street Lighting Maintenance District No. 2 The annexations consist of the following (see attached resolutions with corresponding maps): Annexation No. 1102: A proposed office building located on the west side of Ruether Avenue, north of Santa Clara Street. Page 2 Packet Pg. 41 O Annexation No. 1103: An existing single-family home, identified by Assessor Parcel Number 2825-013-012, located on the southwest corner of Wabuska Street and Wiley Canyon Road. Annexation No. 1104: An existing single-family home, identified by Assessor Parcel Number 2841-014-024, located on Tannahill Avenue north of Warmuth Road, and a vacant parcel, identified by Assessor Parcel Number 2841-014-055, located on the northeast corner of Tannahill Avenue and Warmuth Road. Annexation No. 1106: An existing single-family home, identified by Assessor Parcel Number 2833-006-056, located on the north side of Placerita Canyon Road east of Arden Avenue. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT As proposed, the annexations to the Santa Clarita Valley Sanitation District should result in no adverse fiscal impact to the City of Santa Clarita. "ANNEXATION NO. 1102" WHEREAS, pursuant to Section 99 and 99.01 of the Revenue and Taxation Code, prior to the effective date of any jurisdictional change which will result in a special district providing a new service, the governing bodies of all local agencies that receive an apportionment of the property tax from the area must determine the amount of property tax revenues from the annual tax increment to be exchanged between the affected agencies and approve and accept the negotiated exchange of property tax revenues by resolution; and WHEREAS, the governing bodies of the agencies signatory hereto have made determinations of the amount of property tax revenues from the annual tax increments to be exchanged as a result of the annexation to Santa Clarita Valley Sanitation District entitled Annexation No. 1102; NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: 1. The negotiated exchange of property tax revenues resulting from the annexation of territory to Santa Clarita Valley Sanitation District in the annexation entitled Annexation No. 1102 is approved and accepted. 2. For each fiscal year commencing on and after July 1, 2019 or after the effective date of this jurisdictional change, whichever is later, the County Auditor shall transfer to Santa Clarita Valley Sanitation District a total of 1.0138359 percent of the annual tax increment attributable to the land area encompassed within Annexation No. 1102 as shown on the attached Worksheet. 3. No additional transfer of property tax revenues shall be made from any other tax agencies to Santa Clarita Valley Sanitation District as a result of annexation entitled Annexation No. 1102. No transfer of property tax increments from properties within a community redevelopment project, which are legally committed to a Community Redevelopment Agency, shall be made during the period that such tax increment is legally committed for repayment of the redevelopment project costs. 5. If at any time after the effective date of this resolution, the calculations used herein to determine initial property tax transfers or the data used to perform those calculations are found to be incorrect thus producing an improper or inaccurate property tax transfer, the property tax transfer shall be recalculated and the corrected transfer shall be implemented for the next fiscal year. The foregoing resolution was adopted by the Board of Supervisors of the County of Los Angeles, the Board of Directors of Santa Clarita Valley Sanitation District of Los Angeles County, and the governing bodies of Greater Los Angeles County Vector Control District, City of Santa Clarita, Santa Clarita Library, and Santa Clarita Valley Water Agency, signatory hereto. The negotiated exchange of property tax revenues resulting from the annexation of territory to Santa Clarita Valley Sanitation District in the annexation entitled Annexation No. 1103 is approved and accepted. 2. For each fiscal year commencing on and after July 1, 2019 or after the effective date of this jurisdictional change, whichever is later, the County Auditor shall transfer to Santa Clarita Valley Sanitation District a total of 0.9830170 percent of the annual tax increment attributable to the land area encompassed within Annexation No. 1103 as shown on the attached Worksheet. No additional transfer of property tax revenues shall be made from any other tax agencies to Santa Clarita Valley Sanitation District as a result of annexation entitled Annexation No. 1103. 4. No transfer of property tax increments from properties within a community redevelopment project, which are legally committed to a Community Redevelopment Agency, shall be made during the period that such tax increment is legally committed for repayment of the redevelopment project costs. 5. If at any time after the effective date of this resolution, the calculations used herein to determine initial property tax transfers or the data used to perform those calculations are found to be incorrect thus producing an improper or inaccurate property tax transfer, the property tax transfer shall be recalculated and the corrected transfer shall be implemented for the next fiscal year. The negotiated exchange of property tax revenues resulting from the annexation of territory to Santa Clarita Valley Sanitation District in the annexation entitled Annexation No. 1104 is approved and accepted. 2. For each fiscal year commencing on and after July 1, 2020 or after the effective date of this jurisdictional change, whichever is later, the County Auditor shall transfer to Santa Clarita Valley Sanitation District a total of 0.0973288 percent of the annual tax increment attributable to the land area encompassed within Annexation No. 1104 as shown on the attached Worksheet. 3. No additional transfer of property tax revenues shall be made from any other tax agencies to Santa Clarita Valley Sanitation District as a result of annexation entitled Annexation No. 1104.
