ALONG THE NORTH AND SOUTH SIDES OF CAMINO DEL ARTE

RECOMMENDED ACTION
City Council adopt a resolution establishing no -stopping anytime zones on Camino Del Arte
Drive between Copper Hill Drive and Vista Del Rio Drive (675 feet on the north side and 250
feet on the south side).
BACKGROUND
Since annexing the West Creek/West Hills neighborhoods in November 2016, staff has been
working with the West Creek/West Hills Homeowners Association and local school
administrators to improve traffic circulation and safety. As part of this effort, staff is proposing
to establish no -stopping anytime zones on Camino Del Arte Drive between Copper Hill Drive
and Vista Del Rio Drive (675 feet on the north side and 250 feet on the south side).
Staff noted a high demand for the left -turn movement coming out of Camino Del Arte Drive onto
Copper Hill Drive during the morning peak hour. The lane configuration was recently modified
to a shared left/right-turn lane from an exclusive right -turn lane. The modified lane configuration
has helped to improve circulation at the intersection. Establishing a no -stopping anytime zone on
both sides of the roadway would prevent parking that would otherwise impede the travel lane.
Staff surveyed the area and found little demand for curbside parking within the limits of the
proposed no -stopping anytime zones. Additional on -street parking is available nearby.
The West Creek/West Hills Homeowners Association board provided written response indicating
they are in support of the proposal.

FISCAL IMPACT
Adequate funds have been budgeted for Fiscal Year 2016-17 in Street Maintenance expenditure
account 14504-5141.008 for implementation of the recommended action.

RESOLUTION NO.17-
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, TO ESTABLISH NO -STOPPING ANYTIME ZONES ALONG THE NORTH
AND SOUTH SIDES OF CAMINO DEL ARTE DRIVE
BETWEEN COPPER HILL DRIVE AND VISTA DEL RIO DRIVE
WHEREAS, Section 22507 of the California Vehicle Code of the State of California
provides for local authorities to prohibit stopping, standing, or parking of vehicles on certain
streets or highways or portions thereof during certain or all hours of the day; and
WHEREAS, no -stopping anytime zones on both sides of Camino Del Arte Drive,
between Copper Hill Drive and Vista Del Rio Drive (675 feet on the north side and 250 feet on
the south side), will improve circulation; and
WHEREAS, it is consistent with normal traffic engineering practices to establish no -
stopping anytime zones along both sides of Camino Del Arte Drive to prevent curbside parking
that would otherwise impede the travel lane.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby
resolve as follows:
SECTION 1. That 675 feet of no -stopping anytime zone along the north side of
Camino Del Arte Drive and 250 feet of no -stopping anytime zone along the south side of
Camino Del Arte Drive, between Copper Hill Drive and Vista Del Rio Drive, shall be
established.
SECTION 2. That the establishing of the no -stopping anytime zones shall apply when
appropriate signs and/or curb markings giving adequate notice thereof have been placed as
described in Section 1.
SECTION 3. That staff shall install the necessary signs and/or curb markings to effect
this resolution.
City Clerk shall certify to the adoption of this Resolution.
