RECOMMENDED ACTION
City Council adopt a resolution authorizing the City Manager to offer a reward in the amount of
$5,000 for information leading to the apprehension and/or conviction of the person(s)
responsible for the disappearance of William Cierzan.
BACKGROUND
At the request of the Santa Clarita Sheriffs Station, the City of Santa Clarita (City) would like to
offer a $5,000 reward in the hope that a person(s) will come forth with any valuable information
that may lead to details in the disappearance and current whereabouts of William Cierzan.
On the evening of Thursday, January 26, 2017, Santa Clarita Valley Sheriffs Station homicide
detectives responded to a call to investigate blood found in the home of William and Linda
Cierzan in Santa Clarita. Linda Cierzan last spoke to her husband around 4:00 p.m. while he was
cooking dinner for her. Linda Cierzan returned home around 7:00 p.m. and William Cierzan was
gone; his cell phone, wallet, keys, credit cards and vehicle were left behind. Later that evening,
Linda Cierzan filed a missing person report with the Santa Clarita Valley Sheriffs Station.
Surveillance video showed a vehicle, which did not belong to William or Linda Cierzan, pulling
up to the home around 5:00 p.m. that evening.
The Santa Clarita Valley Sheriffs Station believes no new information will develop without
community assistance. According to the City's adopted reward policy, at the discretion of the
City Council, the City may offer a reward pursuant to Government Code Section 53069.5. Since
the inception of this policy in November 1996, the City has on occasion offered rewards in order
to help facilitate the solving of a crime.

RESOLUTION NO. 17-
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, AUTHORIZING A REWARD IN THE AMOUNT OF $5,000 FOR
INFORMATION LEADING TO THE APPREHENSION AND/OR CONVICTION OF THE
PERSON(S) RESPONSIBLE FOR THE DISAPPEARANCE OF WILLIAM CIERZAN
WHEREAS, William Cierzan, a 58-year-old, was last seen or heard from since the
evening of January 26, 2017; and
WHEREAS, this crime violates state laws; and
WHEREAS, the City Council at its regular meeting of March 28, 2017, will establish a
reward for the information leading to the apprehension and/or conviction of the person(s)
responsible for the disappearance of William Cierzan.
NOW, THEREFORE, the City Council at the regular meeting of March 28, 2017,
establishes a reward for information leading to the apprehension and/or conviction of the
person(s) responsible for the disappearance of William Cierzan.
SECTION 1. Pursuant to Government Code Section 53069.5, the City does hereby offer a
reward of $5,000 for information leading to the apprehension and/or conviction of the person(s)
responsible for the disappearance of William Cierzan. In the event of multiple contributors of
information, the reward amount shall be divided by the City in the manner it shall deem
appropriate.
SECTION 2. Claims for rewards under this section shall be filed with the City. The City
shall resolve claims in the manner which it deems appropriate.
SECTION 3. This resolution shall take effect immediately.
SECTION 4. The City Clerk shall certify to the passage and adoption of this resolution;
shall cause the same to be entered among the original resolutions of said City; and shall make a
minute of the passage and adoption thereof in the records of the proceedings of the City Council
of said City in the minutes of the meeting at which the same is passed and adopted.
