SUBJECT: APPROVE THE PURCHASE OF BIG BELLY SOLAR DUO
RECYCLING UNITS

RECOMMENDED ACTION
City Council:
1. Approve the purchase of ten Big Belly Duo Recycling Units, in the amount not to exceed
$98,975, using appropriated Construction and Demolition Forfeiture funds.
2. Authorize the City Manager or designee to execute all contracts and associated documents
subject to City Attorney approval.
BACKGROUND
The City of Santa Clarita (City) installed the first Big Belly Solar Duo Recycling Units (Big
Belly units) in 2010. These locked and secure units allow for the collection of aluminum, plastic,
and glass beverage containers in public locations while eliminating scavenging. Since their
introduction, the City has purchased and installed 104 Big Belly units at City parks, libraries,
Metrolink stations, and other high traffic locations.
Big Belly incorporates Smart technology that measures the contents within the unit and sends an
e-mail to maintenance staff when the unit needs service. This reduces the unsightly appearance
of overfilled waste receptacles while saving staff time.
Staff is proposing the purchase of ten additional Big Belly units with vinyl graphic wraps at the
cost of $98,975. These new units will be installed at City bus stops to capture recyclable
beverage containers and waste.
Recently, Big Belly recognized the City for achieving 66 percent diversion in the Big Belly
waste stream, the highest diversion rate of any city currently utilizing the Big Belly Smart

technology. In addition, Santa Clarita Transit locations were ranked third in the top 25 agencies
for total overall diversion.
Big Belly units showcase the City's commitment to sustainable and innovative recycling efforts.
The proposed expansion of this program will give more residents and transit users the ability to
recycle their beverage containers faster and easier. Additionally, this action is consistent with
Santa Clarita's 2020 Strategic Plan to proactively address the state's goal of increasing diversion
to 75 percent from landfills.
This procurement process is consistent with the City's sole -source policy due to the unique
specifications of these recycling devices.

FISCAL IMPACT
The total cost to purchase ten Big Belly Solar Duo Recycling Units, including the purchase and
installation of the graphic vinyl wraps is $98,975. Upon City Council approval, the necessary
funds to complete this purchase are budgeted in Environmental Services Program C&D
Forfeitures Account 14611-5201.002.
