SUBJECT: RESOLUTION ESTABLISHING MULTIWAY STOP CONTROLS AT
THE INTERSECTIONS OF VISTA DEL RIO DRIVE AT WEST
CREEK DRIVE AND VISTA DEL RIO DRIVE AT CAMINO DEL
ARTE DRIVE

RECOMMENDED ACTION
City Council adopt a resolution authorizing the installation of multiway stop controls at the
intersections of Vista Del Rio Drive at West Creek Drive and Vista Del Rio Drive at Camino Del
Arte Drive.
BACKGROUND
The City of Santa Clarita annexed the West Creek/West Hills neighborhoods in November 2016.
During the annexation process, staff received a request to review the subject intersections for the
possible installation of multiway stop controls.
The City Council adopted Resolution No. 03-140 establishing multiway stop sign warrants for
residential streets on November 25, 2003. Staff completed a review of the two intersections in
accordance with the resolution and found that both intersections met the minimum traffic volume
warrant for the consideration of multiway stop controls. Based on the site observation, the
installation of multiway stop controls at the proposed locations will improve traffic circulation
and safety. In addition, they will help enhance safety for students walking to and from West
Creek Academy and Rio Norte Jr. High School.
Staff attended the January 10, 2017, West Creek/West Hills Home Owners Association meeting
and informed the Board of the proposal to install multiway stop controls at the intersections of
Vista Del Rio Drive at West Creek Drive and Vista Del Rio Drive at Camino Del Arte Drive.
The property manager emailed staff to inform them the Board was supportive of the proposal.

FISCAL IMPACT
The cost for installation of multiway stop controls for the two intersections is estimated to be
$3,000. Adequate funds are available in Street Maintenance expenditure account 14504-
5141.008.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, AUTHORIZING THE INSTALLATION OF MULTIWAY STOP CONTROLS
FOR THE INTERSECTIONS OF VISTA DEL RIO DRIVE AT WEST CREEK DRIVE AND
VISTA DEL RIO DRIVE AT CAMINO DEL ARTE DRIVE
WHEREAS, Section 21345 of the California Vehicle Code allows local authorities to
design any intersection under their exclusive jurisdiction as a stop control intersection; and
WHEREAS, traffic operations along Vista Del Rio Drive, West Creek Drive, and
Camino Del Arte Drive will benefit from the installation of multiway stop controls.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby
resolve as follows:
SECTION 1. That the intersections of Vista Del Rio Drive at West Creek Drive and
Vista Del Rio Drive at Camino Del Arte Drive be designated as multiway stop control
intersections. Traffic on Vista Del Rio Drive at West Creek Drive and Camino Del Arte Drive at
Vista Del Rio Drive shall be required to stop before entering the intersections.
SECTION 2. That the stop designations, as provided herein, shall apply when
appropriate signs and pavement markings, giving adequate notice hereof, have been placed as
described in Section 1.
SECTION 3. That staff shall install all the necessary signs and pavement markings to
affect this resolution as described in Section 1.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution.
