Designate a voting delegate and alternate delegate for the 2017 Southern California Association of Governments (SCAG) General Assembly to be held May 4-5, 2017. 2. Appoint one of its members to serve as a Member of the Regional Council representing SCAG District 67 for the term May 2017 — May 2019. 3. Direct the City Clerk to update the City's Form 806 based upon the appointment made, delegate the City Manager as signatory to said form and direct the City Clerk to place the updated form on the City's website. BACKGROUND In May of each year, Southern California Association of Governments (SCAG) holds it annual General Assembly. The purpose of the General Assembly is to enable all of SCAG's member organizations to conduct business relating to such things as adoption of by-laws amendments, consideration of policy resolutions, or other business of the organization requiring deliberation by the full membership. Each member jurisdiction is requested to identify a delegate and an alternate to the 2017 General Assembly for purposes of serving as the official voting delegate of that jurisdiction. The 2017 General Assembly will be held May 4-5, 2017. Additionally, during the 2017 General Assembly, terms of office will commence for SCAG's new leadership and Regional Council Members representing odd -numbered districts for two-year terms. The Regional Council is SCAG's governing board. In 2008, the Southern California Association of Governments Regional Council created two new Page 1 Packet Pg. 92 Regional Council districts; one of which was District 67, comprised of the cities of Santa Clarita and San Fernando. Every five years, SCAG evaluates its Regional Council districts' composition in an effort to maintain districts that are roughly equal in population. Prior to 2008, Santa Clarita was part of Regional Council District 43, comprised of the cities of Santa Clarita, Palmdale and Lancaster. San Fernando was part of Regional Council District 42, consisting of the cities of San Fernando, Burbank and Glendale. In an effort to move toward more balanced populations for each district, in April 2008, Regional Council District 67 was created. City Councilmembers within each Regional Council district select one Councilmember to represent that district on SCAG's Regional Council for a two-year term of office. The 86- member Regional Council is the governing board for SCAG, the federally recognized Metropolitan Planning Organization for the six -county Southern California region consisting of the counties of Imperial, Los Angeles, Orange, Riverside, San Bernardino and Ventura and the 191 cities within those counties. Upon the establishment of District 67 in 2008, the City of Santa Clarita and City of San Fernando informally agreed to rotate the SCAG Regional Council district representation between the two cities. A representative from the City of San Fernando has held the seat three times, most recently during the time period of May 2015 - May 2017. The City of Santa Clarita has held the seat on two occasions, most recently from May 2013 - May 2015. Pursuant to the informal agreement between the two cities, the District 67 Regional Council seat should be held by a Councilmember from the City of Santa Clarita beginning in May 2017 until May 2019. In anticipation of the upcoming SCAG General Assembly, which will be held May 4-5, 2017, the City Council is requested to select a voting delegate and alternate delegate to represent the City of Santa Clarita for purposes of voting on issues presented to SCAG's general membership. Furthermore, in anticipation of the District 67 Regional Council seat rotating back to be held by a member of the Santa Clarita City Council, the City Council is requested to appoint one of its members to serve as the Regional Council representative for the district beginning in May 2017. ALTERNATIVE ACTION 1. Not appoint a delegate and alternate to participate in the 2017 SCAG General Assembly. 2. Other action, as determined by the City Council.
