Mayor Pro Tern Weste led the flag salute. a
PUBLIC PARTICIPATION (ONE MINUTE LIMIT)
Pursuant to Government Code section 54954.3 members of the public are afforded one minute to
address the legislative body concerning any item that has been described in the special meeting
agenda.
Mayor Pro Tern Weste commented regarding citizens' commitment to Santa Clarita by being a
part of the process.
Councilmember Kellar echoed Mayor Pro Tern Weste's comments.
Councilmember McLean thanked all for being part of appointment process.
Mayor Smyth encouraged all who are not selected to continue their involvement in working with
the City; commented on the agenda and went over tonight's process for public participation,
applicants' presentations, and Council's role; and commented that if tonight's meeting runs late,
they will reconvene at the regular meeting of January 24, 2017.
Addressing the Council on the agenda item was Steve Petzold regarding a special election; Leah
Walker in support of Ronda Baldwin -Kennedy; Peggy Stabile in support of Ana Dwork; Jeffery
Martin in support of youth and voter participation in government; Lois Tillman in support of Dr.
Robert Cooper; Robert Grant in support of Dr. Robert Cooper; Arnether Bowers in support of
Dr. Robert Cooper; Paulette Cooper in support of Dr. Robert Cooper; Daphne Evangelista in
support of Dr. Robert Cooper; and Doug Fraser, who withdrew his application and supports a
special election.
Five written comment cards were received.

CITY COUNCIL VACANCY
On December 4, 2016, Mayor Pro Tern Dante Acosta created a vacancy on the City Council by
resigning his seat on the City Council, as a result of his election as a Member of the California
Legislature. At the regular meeting of December 13, 2016, the City Council approved a process
to solicit applications from Santa Clarita residents interested in being appointed to the City
Council. The City Council approved holding a special meeting on January 17, 2017 for purposes
of considering candidates and potentially appointing a new member to serve on the City Council.
RECOMMENDED ACTION:
City Council receive report, consider candidate applications, hear applicant presentations,
discuss, and appoint a new Member of the City Council to serve the remainder of the vacant term
of office, currently set to expire on December 11, 2018.
Council applicants addressing the council were Kenneth Dean, Alan Ferdman, Marcus Hershey,
Mark White, TimBen Boydston, Gloria Mercado-Fortine, Diane Trautman, Mark Elfont, Ph.D.,
Tito Gonzalez, Jack Levenberg, Brent A. Braun, Michael Dean Vincent, Sandra Nichols, Gene
Dorio, M.D., Dennis Hugh Conn, Scott Shepard, Cristen Farrell, Paul Wieczorek, Ronda
Baldwin -Kennedy, Ana Isabel Dwork, Ph.D., Phillip N. Phethean, Paul De La Cerda, Joan Carol
Sodergren, Nancy `Tyger' White, Brett Haddock, Brian Block, Timothy McLaughlin, Jennifer
Smith, Kenneth R. `Ken' Wiseman, Michael Cruz, Sean R. Weber, Matthew J. Hargett, Robert
Cooper III Ph.D., Dikran Melkonian, Bret Alden Mouser, Jason Warren Gibbs, Kevin

Council recessed the meeting at 7:26 p.m. and reconvened at 7:45 p.m.
Council asked additional questions of Kenneth Dean, Marcus Hershey, Gloria Mercado-Fortine,
Jack Levenberg, Diane Trautman, TimBen Boydston, Brent Braun, Dr. Gene Dorio, Ronda
Baldwin -Kennedy, Dr. Ana Isabel Dwork, Paul De La Cerda, Brian Block, Ken Wiseman, Dr.
Robert Cooper, Jason Gibbs, Kevin Rosenberg, and Bill Miranda.
Mayor Smyth invited Council to make comments. Council thanked all of the candidates for their
talents and efforts, and discussed their top candidates preceding Mayor Smyth's request for a
Council nomination.
Motion by Weste, second by McLean to appoint Bill Miranda to fill the City Council
vacancy.
