RECOMMENDED ACTION
City Council:
1. Amend the existing contract with Interwest Consulting Group for building plan review,
building inspection, and other permit -related professional services to increase the maximum
contract amount with this vendor from the previously approved amount of $475,000 to an
amount not exceed $750,000.
2. Authorize the City Manager or designee to execute all contracts and associated documents,
subject to City Attorney approval.
BACKGROUND
The City of Santa Clarita (City) regularly uses contractual services on an as -needed basis to
assist staff with building plan review and inspections during periods of high construction
activity. Contractual support for building plan review and building inspection helps supplement
staff efforts to reduce plan check turnaround time and manage the inspection workload as
demand fluctuates.
On July 14, 2015, the City Council approved a total annual amount of $990,000 with Interwest
Consulting, California Code Check, and JAS Pacific for contractual plan review, building
inspection, and other permit -related professional services, not to exceed $475,000 for any single
vendor. Interwest Consulting Group has consistently provided higher quality and more
expeditious plan review services along with onsite personnel, compared to the other two vendors.
Building & Safety is seeking to amend the contract with Interwest Consulting to increase the
maximum contract amount of $475,000 to an amount not to exceed $750,000. The combined
total annual amount of $990,000 previously approved for these services will remain unchanged.

Such action will allow the City to maintain a high level of customer service and utilize contract
building inspectors and building plan reviewers who are best suited to meet the City's needs.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
No additional resources beyond those contained within the adopted Fiscal Year 2016-17 annual
budget are required for implementation of the recommended action.

INSPECTION, AND PERMIT -RELATED PROFESSIONAL

RECOMMENDED ACTION
City Council:
1. Award contracts to California Code Check, Interwest Consulting Group, JAS Pacific, and
West Coast Code Consultants, Inc., for building plan review, building inspection, and permit -
related professional services in an annual amount not to exceed $475,000 for any single
contract firm and a combined total annual amount not to exceed $990,000 during the fiscal
year.
2. Authorize the City Manager or designee to execute all contracts and associated documents,
subject to City Attorney approval. Authorize the City Manager to execute up to three annual
renewal options not to exceed $990,000 during each fiscal year.
BACKGROUND
The City of Santa Clarita (City) regularly uses contractual services on an as -needed basis to
assist staff with building plan review and inspection of new buildings during periods of high
construction activity. Contractual support for building plan review and building inspection helps
supplement staff s effort to reduce plan check turnaround time and manage the inspection
workload as demand fluctuates. Contractual services help maintain appropriate staffing and
customer service levels.
As part of the selection process, the City conducted a Request for Proposal (RFP) to solicit
proposals from companies who provide building plan review, building inspection, and permit -
related professional services. Forty-two companies downloaded the RFP, and eight proposals
were received by the City during the process (see attached list). The proposals were reviewed

and evaluated based on each company's ability to meet the specific needs of the City in two
areas: building plan review and building inspection services. The categories were: A) staff
qualifications, B) references, C) fees, D) ability to review building plans in the City's ePlans
system, E) location, F) overall competency, G) communication, H) turnaround time, and I)
proposal (see attachment).
Based on the results of the evaluation process, staff recommends California Code Check,
Interwest Consulting Group, JAS Pacific, and West Coast Code Consultants, Inc., be awarded
contracts to provide building plan review, building inspection, and permit -related professional
services to the City on an as -needed basis. By utilizing the four firms selected, staff will have the
flexibility to assign projects to contract building plan reviewers and/or inspectors who are best
suited to meet the City's needs, while retaining appropriate staffing and customer service levels.
Approval of the contracts will give staff the ability to spend up to $990,000 annually for such
services with a maximum annual amount of $475,000 for any single contract firm, with the
ability to renew the amount each year for three years. Staff is seeking City Council authorization
to enter into these contracts. Such action by the City Council will help the City maintain desired
customer service levels.

FISCAL IMPACT
Funding for contractual plan review, building inspection, and other permit -related professional
services as described herein is generated directly from the fees collected for plan review and
building permits. Funds are available from revenue generated for expedited plan review services.
