Approve the 2017 Community Services and Arts Grants Committee's program funding recommendations, in an amount not to exceed $89,993 for Community Services Grants and $90,000 for Arts Grants, for a total of $179,993. 2. Direct staff to execute Grant Program Agreements with the agencies approved for funding. 3. Authorize the City Manager, or designee, to sign all documents pursuant to City Attorney approval. BACKGROUND The City of Santa Clarita (City) has provided funds for community organizations through the Community Services and Arts Grants program for approximately 27 years. Each year, a Grant Committee is assembled to determine funding categories, review and rate applications, and make final funding recommendations for community service and arts projects throughout Santa Clarita. This year's Grant Committee for the Community Services and Arts Grants included Councilmember Bob Kellar, Parks, Recreation, and Community Services Commission Chair Michael Cruz, Arts Commission Chair Patti Rasmussen, and a City staff member from the Community Development Department, Administrative Services Department, and the Economic Development Division. The Grant Committee selected Community Benefit as the priority funding focus area for this year's Community Services and Arts Grant program, a funding limit of up to $5,000 per Community Services and Community Art Grant award, and a funding limit up to $7,500 for the Page 1 Packet Pg. 37 O "Santa Clarita Presents" Arts Grant subcategory. With the adoption of the Fiscal Year (FY) 2016-17 budget, the City Council approved a budget for the Community Services and Arts Grants program of $180,000. The allocated amount for each grants program is $90,000 for Community Services and $90,000 for Arts. This year's Arts Grant budget reflects the additional $30,000 approved by City Council in the FY 2016-17 budget for the Arts Organization Capacity Grants, as recommended in the Arts Master Plan. Community Services Grants - Thirty three (33) Community Service Grant applications were received, with grant requests totaling $164,914. This year's grant program includes a recommendation from the Grant Committee to fund 22 Community Services Grant applications with a total grant allocation of $89,993. Attachment A provides a list of the 22 recommended agencies and programs. Arts Grants - Due to the additional $30,000 approved in the FY 2016-17 budget, the Grant Committee added a new subcategory to the Arts Grants Program titled Arts Organization Capacity and continued the two previous subcategories, Santa Clarita Presents and Community Arts. Twenty-two (22) Arts Grant applications were received, with grant requests totaling $112,530. The breakdown of the Arts Grant applications received were 6 in the City of Santa Clarita Presents subcategory, 9 in the Community Arts subcategory, and 7 in the new Arts Organization Capacity subcategory. This year's Arts Grant Program recommends funding 17 applications totaling $90,000. Attachment B provides a list of the 17 recommended agencies and programs. As part of the process to select grant recipients, the Grant Committee used a combination of rankings and discussions to select the final proposed recipients. Grant Committee members felt it was important to recommend funding for as many proposals as possible. Consequently, they were able to recommend funding for several additional grants in both categories by distributing funds at a lower value than requested, ensuring a broader reach into the community. ALTERNATIVE ACTION Other action as determined by the City Council FISCAL IMPACT Funds in the amount of $180,000 have been budgeted and are available for this purpose in expenditure account 15000-5171.001.
