Award contract to McCloud Transportation Associates for transit consulting services in the amount of $64,300; and authorize a 10% contingency in the amount of $6,430 for a total not to exceed $70,730. 2. Authorize City Manager or designee to execute all contract documents, or modify the award in the event that issues of impossibility of performance arise, subject to City Attorney approval. BACKGROUND In June of 2008, the City awarded a three-year contract with seven, one-year options to MV Transportation for the operation and maintenance of the City's transit services. Since the end of the initial contract term, the City has elected to exercise six of the seven options available under the current agreement. Based on the current performance of the contractor, staff anticipates exercising the final one-year option, which extends from August 2, 2017, to August 1, 2018. In anticipation of the MV Transportation contract ending in 2018, Transit staff plans on issuing a Request for Proposal (RFP) soliciting bids for the operation and maintenance of the City's transit services during the summer of 2017. However, over the past ten years the contracting environment within the transit industry has undergone significant changes. Legislative changes such as the Affordable Care Act, changes in minimum wage, and pension reform have shaped the way transit operators across the state, and across the country, provide services. Economic conditions, such as the financial crisis and decreased sales tax revenue, have also had a significant impact. To prepare for these changes when the RFP is issued in 2017, the City released a RFP for an outside consultant to assist with the following tasks: Page 1 Packet Pg. 39 O • Complete a peer review of similar transit operations to establish a benchmark for the cost of operating transit services • Review the City's current operating contract to determine if it still meets the needs and goals of the City • Identify industry contracting best practices and develop recommendations for the City to control costs and improve service • Prepare all bid documents necessary to solicit proposals for the operation and maintenance of the City's transit services A notice advertising this RFP was published locally and within transit industry publications, in addition to being posted on Planet Bids. A total of seven proposals were submitted to the City by the published deadline. Written proposals were scored according to five categories: Understanding of the Project Requirements (15%), Staff Qualifications (35%), Project Approach and Timeline (20%), References (10%), and Cost of Services Provided (20%). A panel of two City staff members and a staff member from a partner agency evaluated and scored all proposals. While all of the firms considered have the qualifications to Page 2 Packet Pg. 40 O complete this project, it is staff s position that McCloud Transportation Associates would provide the greatest value to the City. ALTERNATIVE ACTION 1. Direct staff to reissue the Request for Proposal. 2. Other action as determined by Council. FISCAL IMPACT If approved, this request would not impact the general fund.
