SUBJECT: EXECUTE RENEWAL OPTION FOR LANDSCAPE MAINTENANCE
DISTRICT (LMD) CONTRACT 14-00409-A TO PROVIDE
LANDSCAPE MAINTENANCE SERVICES FOR THE CITY/LMD
HYBRID PARKS

RECOMMENDED ACTION
City Council:
Approve the first renewal option for landscape services under contract 14-00409-A to
Brightview Landscape (formerly Valley Crest Landscape) for landscape maintenance
services encompassing Landscape Maintenance District (LMD) maintained parks in the
amount of $225,220; include a Consumer Price Index (CPI) request of 2.03%, equaling
$4,572; and authorize a contingency amount of $114,862 for a total annual amount not to
exceed $344,654.
2. Authorize the City Manager or designee to execute all contracts and associated documents,
contingent upon the appropriation of funds by the City Council in the annual budget for such
Fiscal Year, and execute all documents subject to City Attorney approval.
3. Authorize the City Manager or designee to execute up to two additional annual renewal
options, not to exceed the annual bid amounts, plus contingency and CPI adjustments, upon
request of the consultant.
BACKGROUND
In 2014, contractual landscape maintenance services were competitively bid and awarded to
Valley Crest Landscape (now Brightview Landscape) to provide services to the following City
parks:

5. Copper Hill Park
6. David March Park
7. Fair Oaks Park
8. Golden Valley Park
The term of the base contract was for two -years, plus three one-year renewal options, upon City
Council approval. As this contract is nearing the completion of its initial term, staff is requesting
City Council authorize the City Manager to execute the renewal option.
On November 15, 2016, West Creek Park was officially annexed into the City of Santa Clarita.
Prior to its annexation, landscape maintenance service for West Creek Park was competitively
bid and awarded to Brightview Landscape. This additional responsibility has been added to the
scope of the original contract and will be incorporated within the renewal of services with
Brightview.
Brightview Landscape continues to operate in a manner that meets the City of Santa Clarita's
established terms, specifications and expected performance standards. Based on recent bid
results for other LMD maintenance contracts, the pricing associated with the renewal of this
contract remains competitive within this service sector. A review of actual expenditures over the
past two -years, as well as the forecasted expenditures for West Creek Park, supports an annual
contingency in the amount of $114,862. This amount provides an average of $12,762 per park
site and is not guaranteed for the contractor. The contingency will be used to address unforeseen
maintenance and repairs at each park site as a result of irrigation failures and vandalism. The
contingency would also be used to fund the purchase of materials such as seed, topper, and
fertilizer required for annual turf maintenance.
ALTERNATIVE ACTION
Other action as determined by the Council.
FISCAL IMPACT
There is no additional impact to the General Fund. Sufficient funds were appropriated by the
City Council as part of the Fiscal Year 2016-17 Budget.
