SUBJECT: RESOLUTION TO ESTABLISH A 400-FOOT NO -STOPPING
ANYTIME ZONE ON THE EAST SIDE OF RAILROAD AVENUE
NORTH OF 15TH STREET

RECOMMENDED ACTION
City Council adopt a resolution establishing a 400-foot no -stopping anytime zone along the east
side of Railroad Avenue north of 15th Street.
BACKGROUND
The City Council previously established no stopping zones along the east side of Railroad
Avenue north of 13th Street (adjacent to the railroad tracks) in an effort to improve safety and
reduce the visual nuisance from transient vehicles being stored and offered for sale in the area.
Parking, however, was retained in front of several businesses. A few of the businesses have left
the area resulting in transient vehicles using the area for parking and advertising vehicles for
sale. Staff is, therefore, recommending for the establishment of an additional no -stopping
anytime zone to improve safety and eliminate the visual nuisance.
The proposed no -stopping zone will affect 400 feet of parking along the east side of Railroad
Avenue just north of 15th Street. Currently, no active businesses are adjacent to this area.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Adequate funds have been budgeted for Fiscal Year 2016-17 in Street Maintenance expenditure
account 14504-5141.008 for implementation of the recommended action.

RESOLUTION NO.16-
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, TO ESTABLISH A 400-FOOT NO -STOPPING ANYTIME ZONE ALONG
THE EAST SIDE OF RAILROAD AVENUE STARTING AT 100 FEET NORTH OF 15th
STREET AND RAILROAD AVENUE THENCE NORTHERLY DIRECTION AT A
DISTANCE OF 400 FEET.
WHEREAS, Section 22507 of the California Vehicle Code of the State of California
provides for local authorities to prohibit stopping, standing, or parking of vehicles on certain
streets or highways or portions thereof during certain or all hours of the day; and
WHEREAS, a no -stopping anytime zone along the east side of Railroad Avenue,
starting at 100 feet north of 15th street and extending a distance of 400 feet north will improve
safety and reduce a visual nuisance from transient vehicles stored and offered for sale in the area
WHEREAS, it is consistent with normal traffic engineering practices to establish a
no -stopping anytime zone along the east side of Railroad Avenue to eliminate extensive vehicle
parking on one of the arterial roads in the City.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby
resolve as follows:
SECTION 1. That a no -stopping anytime zone along the east side of Railroad
Avenue, starting at 100 feet north of 15th street and extending a distance of 400 feet north is
established.
SECTION 2. That the establishing of the no -stopping anytime zone shall apply when
appropriate signs and/or curb markings giving adequate notice therefore have been placed as
described in Section 1.
City Clerk shall certify to the adoption of this Resolution.
