SUBJECT: RESOLUTION AUTHORIZING THE SUBMITTAL OF A GRANT
APPLICATION TO THE LOS ANGELES COUNTY REGIONAL
PARK AND OPEN SPACE DISTRICT'S EXCESS FUNDS GRANT
PROGRAM

RECOMMENDED ACTION
City Council:
1. Adopt a resolution to appoint the City Manager or designee as the approved signature
authority for submitting Los Angeles County Regional Park and Open Space District's
Excess Funds Grant Program application.
2. Authorize the City Manager or designee to execute all other documents, subject to City
Attorney approval, and to remain in effect until rescinded.
BACKGROUND
The City of Santa Clarita (City) has an opportunity to apply for a grant through the 1996
Proposition A Excess Funds Program, administered through the Los Angeles County Regional
Park and Open Space District. Proposition A funds provides support for parks and recreation
related improvements for cities, conservancies, and qualifying nonprofit organizations in
partnership with public agencies.
The Los Angeles County Board of Supervisors (County) allocated an amount not to exceed
$1,000,000 at its November 1, 2016, meeting from funding available to the Fifth Supervisorial
District to the City for the Via Princessa Park Development project. This project ultimately
includes the construction of park amenities on the property recently approved for purchase by the
City Council near the current Via Princessa Metrolink Station. The terms of the grant specify the
funds shall be used as follows: $250,000 for design and $750,000 for future construction. The
future park will include three multi -use fields, perimeter walkways, sport field lighting, grading,

drainage, landscaping, and irrigation. Access to the future park requires crossing the railroad
tracks and will also be a part of the park development project.
Though the Regional Park and Open Space District is in support of this project, the City must
now complete the application process. Procedures for applying for the Excess Funds Grant
Program require an applicant's governing body to pass a resolution authorizing submittal of the
grant application. The adoption of this resolution by the City Council provides the City Manager
or designee the authorization to execute all documents necessary to submit this Proposition A
grant application and receive payment for grants from the Excess Funds Grant Program.
A component of the grant includes providing opportunities for youth to participate in the project.
Applicants are required to submit a Youth Employment Plan that identifies project -specific youth
employment efforts. The attached resolution includes a plan that outlines the short-term
employment opportunities that are currently planned to complement the City's efforts. The plan
currently envisions hiring a small number of youth to help with clearing the site of debris and
with landscape installation.
Upon approval of the resolution and Youth Employment Plan, copies will be submitted to the
Regional Park and Open Space District, thereby completing the City's grant application.
Disbursement of funds to successful applicants will occur through a grant agreement obligating
the applicant to complete the project per the submitted application.
The development of the Via Princessa Park site is consistent with the goals of the City's 2020
Plan theme, Building and Creating Community.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, APPROVING THE CITY MANAGER OR DESIGNEE AUTHORIZATION
TO SUBMIT APPLICATION FOR PROPOSITION A EXCESS FUNDS GRANT FOR THE
VIA PRINCESSA PARK DEVELOPMENT PROJECT
WHEREAS, the people of the County of Los Angeles (the County) on
November 3, 1992, and on November 5, 1996, enacted Los Angeles County Proposition A, Safe
Neighborhood Parks, Gang Prevention, Tree -Planting, Senior and Youth Recreation, Beach and
Wildlife Protection (the Proposition), which among other uses, provides funds to public agencies
and nonprofit organizations in the County for the purpose of acquiring and/or development of
facilities and open space for public recreation; and
WHEREAS, the Proposition also created the Los Angeles County Regional Park and
Open Space District (the District) to administer said funds; and
WHEREAS, the District has set forth the necessary procedures governing application
for grant funds under the Proposition; and
WHEREAS, the District's procedures require the City of Santa Clarita to certify, by
resolution, the approval of the application before submission of said application to the District;
and
WHEREAS, said application contains assurances that the City of Santa Clarita must
comply with; and
WHEREAS, the City of Santa Clarita certifies, through this resolution, that the
application is approved for submission to the District; and
WHEREAS, the City of Santa Clarita will enter into an agreement with the District to
provide funds for acquisition and development projects; and
WHEREAS, the District's procedures require the adoption of a Youth Employment
Plan for development projects by the governing body of the agency.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby
resolve as follows:
SECTION 1. Approves the filing of an application with the Los Angeles County
Regional Park and Open Space District for funds for the Via Princess Park Development (the
Project); and
SECTION 2. Certifies that the City of Santa Clarita understands the assurances and
certification in the application form; and

SECTION 3. Certifies that the City of Santa Clarita has, or will have, sufficient funds
to operate and maintain the Project in perpetuity; and
SECTION 4. Certifies that the City of Santa Clarita will sign and return, within 30
days, both copies of the Project agreement sent by the District for authorizing signature; and
SECTION 5. Approves the adoption of a Youth Employment Plan for the Project (see
attached); and
SECTION 6. Appoints the City Manager, or designee, to conduct all negotiations, and
to execute and submit all documents including, but not limited to, applications, agreements,
amendments, payment requests and so forth, which may be necessary for the completion of the
aforementioned project; and
SECTION 7. The City Clerk shall certify to the adoption of this Resolution.

YOUTH EMPLOYMENT PLAN
PROPOSITION A EXCESS FUNDS GRANT PROGRAM
Background
The Los Angeles County Regional Park and Open Space District's Excess Funds Grant program
offered through the Fifth Supervisorial District will provide $1,000,000 to the City of Santa
Clarita (City) for the Via Princessa Park Development project.
The focus of this grant application will be the design and construction of Via Princessa Park.
This project includes the design and construction of three lighted sports fields and
pedestrian/vehicular access (crossing of the adjacent railroad tracks). Grading, drainage,
California Environmental Quality Act approval, perimeter fencing, maintenance access, walking
paths, landscaping, and irrigation are included in the project scope.
Tasks Performed by Youth
Tasks may be performed by at -risk youth include but are not limited to the following:
• Demolition and removal of small concrete structures, sidewalks, or equipment
• Construction of walking paths and installation of perimeter fencing
• Installation of landscaping and plant material
Estimated Cost of Youth
Total number of youth to be employed: 3
Estimated hours of youth employment associated with the project: 450
Estimated cost per hour: $10.50
Total estimated Cost of youth employment: $4,752
Method of Youth Employment:
Young adults ages 18-25 will be employed through the City's Job Skills Program. This program
hires local at -risk young adults to work under the supervision of City staff in parks, street
maintenance, or building maintenance. The program, which would last for a period of up to four
months, provides paid experience, work training, and builds skills to boost self-esteem and
confidence.
